If a State, Tribe, or Territory determines that its capacity to respond to a disaster exceeds its available resources, it may submit to FEMA a request that the work be accomplished by a Federal agency. This request documents how the response requirements exceed the capacity for the State to respond to the situation on its own and what type of assistance is required. FEMA reviews this information and may issue a mission assignment to the appropriate Federal agency to assist the State in its response to the situation.

While there is no change to FEMA Form FF-104-FY-21-120 (formerly 010-0-7), the other three instruments are being removed from this collection because they are only used by Federal employees and do not require approval under the PRA. The removal of these three instruments reduce the burden by 4,426 hours. The main reduction in cost burden is from the removal of three instruments from this collection, as they are only used by Federal employees and do not require OMB approval under the PRA. This reduction of $294,573 (-$320,531 + $25,958) in cost burden is offset by a slight increase in the hourly wage rate for the remaining instrument, FEMA Form FF-104-FY-21-120 (formerly 010-0-7), Resource Request Form.
