Overview
The United States Government, represented by the U.S. Agency for International
Development (USAID) Mexico, is seeking to increase understanding of the
organizational landscape throughout the country to enhance USAID’s
development approach and understand local organizations’ priority topic areas
and capacities.
USAID is issuing this Request for Information (RFI) to solicit information and
potential interest from organizations to diversify USAID’s partner and sub-partner
base. The goal of the RFI is to 1) better understand the organizational landscape
in Mexico; 2) diversify USAID/Mexico’s partner and sub-partner base by creating
avenues for new and underutilized partners and sub-partners to work with USAID;

and 3) brainstorm methods to support partners and sub-partners to become selfreliant and capable of achieving their development goals.
Response Requested
USAID/Mexico requests your participation IF:
1. You are NOT currently working directly with USAID/Mexico;
2. You are a Mexican firm, university, community group, non-profit
organization, private sector company or other local Mexican entity

Organizations may submit the information requested in this form. Please note
that organizations responding to this RFI will not receive individual feedback or
suggestions regarding their submission.
Please do not enter any unsolicited personally identifying (PII) information for
yourself or others in your responses. The results may be shared with USAID
partner organizations. Participation in this RFI is voluntary.

due date, mentioned above. USAID will answer the questions publicly in this
spreadsheet. Please note, all individual questions may not be directly answered,
and similar questions may be combined or adjusted.
If necessary, an additional round of questions and answers with a second due

Please note that this RFI is not a commitment by USAID to issue a solicitation,
award or grant, or pay for costs incurred by organizations for any information
submitted as a result of this request. USAID/Mexico may use the information
provided against this RFI for further sharing with USAID current and potential
contractors, recipients, diaspora, and private sector entities. USAID may include
this information as part of future solicitations or informing the prospective
offerors of the type of local entities available in the market. USAID/Mexico, its
current contractors and potential offerors may approach the Point of Contact
(POC) of your organizations for future partnership opportunities.

Responding to this RFI does not give any advantage to any firm or organization in
any subsequent competition. This RFI does NOT restrict the USAID’s acquisition
approach on future solicitations. No phone calls related to this RFI will be
accepted. All correspondence shall be via email. USAID shall not be liable for or
suffer any consequential damages for any proprietary information not properly
identified. Proprietary information or trade secrets should be clearly identified. All
information received in response to this RFI that is marked PROPRIETARY will be
handled accordingly, and proprietary information will be safeguarded in
accordance with the applicable USAID regulations. USAID reserves the right to
respond to any, all, or none of the comments and questions submitted.

FAR 52.215-3 REQUEST FOR INFORMATION OR SOLICITATION FOR PLANNING
PURPOSES (OCT 1997)

(a) The Government does not intend to award a contract on the basis of this
solicitation or to otherwise pay for the information solicited except as an
allowable cost under other Disclaimers contracts as provided in subsection 31.20518, Bid and proposal costs, of the Federal Acquisition Regulation.
(b) Although “proposal” and “offeror” are used in this Request for Information,
your response will be treated as information only. It shall not be used as a
proposal.
(c) This solicitation is issued for the purpose of identifying and better
understanding the wide range of capabilities of Mexican organizations to
implement development projects of carrying sizes and types. USAID/Mexico also
desires to gather information on the number and type of local partners and subpartners operating in different geographic locations of Mexico to consider eligible
organizations for future solicitations/information sharing.
