A. Checklist Area Description
This heading covers hydraulic turbines and water wheels which can transform into motive
power the energy possessed by moving liquids or liquids under pressure (i.e., the flow or
fall of water; pressure of water or oil). These engines or motors may operate by directing
moving water onto paddles, blades or helicoidal elements fitted to a wheel.

B. Exclusions
Paddle-wheels for boats, although similar in appearance (84.87)
Hydrometric paddle-wheels (90.15)

C. Common Initiation Problems
Please make sure to specify the amount of energy generated by the turbine or water wheel.

D. Additional Checklist Area Information
Subject to the general provisions regarding the classification of parts (see the General
Explanatory Note to Section XVI), parts of the hydraulic turbines or water wheels of this
heading are also classified here (e.g., rotors, stators, blades and buckets for stators or
rotors, casings for spiral conduits, regulators which automatically regulate the flow of
water or the angle of the variable pitch rotors or stators, according to type, in order to
maintain uniformity of the speed of rotation despite variations in the load, valve needles
for regulators).

E. Customs Ruling Online Search System (CROSS)
The purpose of this section is to help identify examples of NESOI classified items and
obtain clarification for any 10 digit classification code. The primary manner in which to
comprehensively define the scope of a Harmonized code described as "Other" is by process
of elimination. That is, the code should be compared to what is covered by its related
Harmonized codes or sub-headings. Another tool to help identify and classify items is the
Customs Rulings Online Search System (CROSS) system. CROSS is a database that holds all
classification rulings that have been handed down by Customs. Though primarily intended
for imports, HTS and Schedule B code overlap allows the CROSS database to be used for
exports as well.In order to access CROSS, please click on the following link or type it
into your browser: http://rulings.cbp.gov/. Make sure that the Collection selection is set
to "All" (not "HQ" or "NY") to capture all applicable rulings, and make sure that the
NAFTA filter is off. Using the Search bar at the top of the screen you may search by
Customs ruling number, or by HTSUSA number. When searching by HTSUSA number, the format

must be 1234.56.7890, with periods between the fourth and fifth and sixth and seventh
digits. Searches may also be done above the 10 digit level.It should be kept in mind that
CROSS is not an exhaustive source of NESOI items nor does it cover rulings for every 10
digit code. Rulings may also apply to more than one HTSUSA number, and since new rulings
are constantly being handed down by Customs, previous rulings may be amended or overturned

F. Terminology
Hydraulic turbines: consist of a rotor encased in a stator which directs jets of water on
to the blades, etc., of the rotor. The main use of hydraulic turbines is in hydro-electric
installations
Francis type: for medium or low water pressure at large volume. These comprise a one-piece
cast steel rotor with large, fixed helicoidal blades, and a stator consisting of conduit
tubing, usually spiralled, with large, variable angle guide blades ensuring a radial flow
of water around the whole periphery of the rotor, and an axial water-outlet.
Kaplan type: for low pressure supplies. These are turbines, closely resembling those
described above, both the stator and rotor having adjustable angle blades.
Pelton type: for high-pressure water supply of comparatively small volume. The rotor
consists of a wheel fitted radially around its periphery with a large number of cups. The
stator consists merely of a strong casing with one or more jets directing the water
tangentially on to the cups.
Regulators: for automatically regulating the flow of water or the angle of the variable
pitch rotors or stators, according to type, in order to maintain uniformity of the speed
of rotation despite variations in the load.
Water wheels: simple engines that consist of a large wheel fitted with flat or hollow
paddles of wood or metal around its periphery, the axle of the wheel being generally
fitted with a step-up gear. The mechanical power produced is generally used directly in
small workshops, saw-mills, flour-mills, etc.
