I am an immigration attorney with 30 years of experience.
The current USCIS I-134A process was designed to exclude
the assistance of attorneys who do not receive notices and
cannot communicate with the agency. Attorneys assist
USCIS by completing the application properly and will the
correct supporting documents.
The biggest problem with the program is that no one
seems to be receiving parole. I understand that USCIS has
received a large number of applications, but to take
application out of order and not providing processing
times, people are very disheartened.
I would suggest that USCIS provide better instructions so
that people know before beginning the application process
what documents and information they need.
In addition, attorneys should be able to access client USCIS
account without needing to get a verification code from
the client. Clients are not always available when the
attorney has time to complete the application.
I applaud DHS attempting to assist individuals from the
countries, but the program doesn't work efficiently and the
lack of transparency will not reduce numbers on the border
clamoring to enter.

Response: USCIS will not amend the proposed form
based on the information in this comment.
Individuals interested in being a supporter may
access frequently asked questions on the USCIS
website, which include questions about the required
evidence and documentation that potential
supporters must submit with their Form I-134A.
Individuals who are filing a Form I-134A may also
start filling out the form online and if they are not
ready to submit their form can save their progress,
and return to continue working on the form if they
need time to obtain additional information or
documents to upload. USCIS is making no changes to
the form or instructions as a result of this comment.

When HUD allows competition between discretionary
services and statutory funding for uniform relocation, the
outcome is permanent involuntary displacement,
obstruction of justice and enforced homeless case
management. So now I have to be transported 100 miles
away to receive financial counseling and homeless case
management at Flood Ministries to be eligible for any type
of housing. AFTER being displaced from my home and job
without notice. Explain how this is not human trafficking?
Response: The requirements for HUD housing
programs are not related to the USCIS Form I-134A
request to be a supporter, USCIS is making no
changes to the form or instructions as a result of this
comment.
