PURPOSE OF THE COLLECTION:

This data collection is part of the Community Navigator Pilot Program (CNPP) Evaluation which seeks to identify barriers and facilitators to program implementation, as well as to assess whether the CNPP is utilizing available resources, conducting sufficient activities, and reaching its intended outputs and outcomes. The purpose of this data collection is to conduct virtual, semi-structured interviews with up to 12 CNPP clients in order to better understand their awareness of, satisfaction with, and participation in CNPP offerings, as well as to investigate how the CNPP is contributing to their entrepreneurship and business outcomes. This data collection will provide recommendations for customer-centric design and program delivery.

  1. Description of respondents/participants

The client interview sample will consist of 12 small business owners who participated in CNPP services and consented to receive evaluation-related outreach, according to SBA’s administrative records. The evaluation team will use a purposive sampling method to recruit clients from each Hub tier, geographic region, and CNPP target population (i.e., women, veterans, rural residents, and/or groups that have experienced racial, ethnic, or cultural prejudice within American society) in order to ensure that a sample represents the demographic makeup of the CNPP client universe.

Interview data will be collected on a one-time basis from May to July 2023.


  1. Collection procedures

After the sample has been identified, the evaluation team will send an official SBA introduction email to establish the legitimacy of the study and request client participation (See Attachment). Within one week, the evaluation contractor will send a follow-up email to provide further information, including a link to the interview scheduling tool (Calendly) for clients who wish to participate (See Attachment). The contractor will send up to four reminder emails (two per week) to clients who are non-responsive (See Attachment).


Prior to the interview, respondents will receive and review the web-based consent form, which includes a description of the data confidentiality disclosure (See Attachment). At the beginning of the interview, respondents will be asked for permission to audio record for subsequent transcription, coding, and analyses. During the interview, an experienced facilitator will guide discussion based on the semi-structured protocol (See Attachment) and an additional staff member will be present to assist with technology and take notes. Based on a pretest with six client respondents, the interview is expected to take no more than 30 minutes to complete.

Information from interviews will be used to identify themes and subthemes. These results will be used for the development of program improvement recommendations, an evaluation report, and briefs.

FEDERAL COST

The Federal cost estimate for client interview data collection is $34,674.02, which includes 20 hours for a GS-14 evaluator, 3 hours for a GS-15 manager, and research support by the contractor (Optimal).2 Federal employee pay rates are based on the 2023 General Schedule pay scale for the Washington, D.C., locality.3
