This notice is soliciting comments

accordance with the Paperwork
Reduction Act of 1995 (PRA, 44 U.S.C.

provide the general public and other
Federal agencies with an opportunity to
comment on new, proposed, revised,
and continuing collections of
information. This helps us assess the
impact of our information collection
requirements and minimize the public’s
reporting burden. It also helps the
public understand our information
collection requirements and provide the
requested data in the desired format.
A Federal Register notice with a 60day public comment period soliciting
comments on this collection of
information was published on June 21,
2024 (89 FR 52076). No comments were
received.

Abstract: The BIE is requesting
approval for the admission forms for
Haskell Indian Nations University
(Haskell) and Southwest Indian
Polytechnic Institute (SIPI). These
admission forms are used in
determining program eligibility of
American Indian and Alaska Native
students for educational services. These
forms are utilized pursuant to the Blood
Quantum Act, Public Law 99–228; the
Snyder Act, Chapter 115, Public Law
67–85; and the Indian Appropriations of
the 48th Congress, Chapter 180, page 91,
For Support of Schools, July 4, 1884.
Submission of these eligibility
application forms is mandatory in
determining a student’s eligibility for
educational services.

for the Dry Creek Trona Mine project in
Sweetwater County, Wyoming.
DATES: The BLM will not issue a
decision on the proposal for a minimum
of 30 days after the date that the
Environmental Protection Agency (EPA)
publishes its notice of availability
(NOA) in the Federal Register. The EPA
usually publishes its NOAs on Fridays.

SUPPLEMENTARY INFORMATION: The draft
EIS provided the analysis of
environmental consequences for the
proposed Dry Creek Trona Mine Project.
There were four alternatives considered
and analyzed. The BLM selected
Alternative D as the Preferred
Alternative. Alternative D results in a
larger project footprint, 7,015 acres. In
this alternative, the development of the
well field and mine production levels
remain unchanged from the other
alternatives, but the processing facilities
are proposed to be relocated from the
mine site area to a site north of I–80,
approximately 8 miles west of Green
River, Wyoming within a designated
processing facilities boundary. The
water supply pipeline would be
relocated to north of I–80, connecting
the processing facilities to the water
intake on the Green River, reducing the
impacts from 24.66 miles to 6.4 miles,
eliminating the disturbance through the
U.S. Forest Service Flaming Gorge
Recreation Area and the Blacks Fork
Priority Habitat Management Area for
Greater Sage-Grouse.
Comments on the draft EIS received
from the public and internal BLM
review were considered and
incorporated as appropriate into the

final EIS. Public comments resulted in
the addition of clarifying text but did
not significantly change proposed
decisions.

ACTION: Notice of intent.
AGENCY:

In compliance with the
National Environmental Policy Act of
1969, as amended (NEPA), and the
Federal Land Policy and Management
Act of 1976, as amended (FLPMA), the
Bureau of Land Management (BLM)
Tonopah Field Office, Tonopah,
Nevada, intends to prepare an
environmental impact statement (EIS) to
consider the potential effects of the
Silver Peak Lithium Mine Amendment
to Plan of Operations Project (Project),
Esmeralda County, Nevada. This notice
announces the beginning of the scoping
period to solicit public comments and
identify issues.
DATES: Please submit your comments
concerning the scope of the analysis,
potential alternatives, and identification
of relevant information and studies to
ensure BLM receives them no later than
March 31, 2025. The BLM will be
holding two virtual public scoping
meetings. The specific dates and times
of these scoping meetings will be
announced at least 15 days in advance
on the project’s web page on the BLM
National NEPA Register at: https://
eplanning.blm.gov/eplanning-ui/
project/2035664/510. To afford the BLM
the opportunity to consider comments,
please ensure your comments are
received prior to the close of the 30-day
scoping period or 15 days after the last
public meeting, whichever is later.
