Request: The Health Resources and Services Administration (HRSA) requests approval for changes to the Voluntary Partner Surveys to Implement Executive Order 12862 in the Health Resources and Services Administration (OMB No. 0906-0084, Expiration Date 02/28/2027).

Purpose: This purpose of this request is to increase the number of responses and burden hours used for collections falling under this umbrella Information Collection Request (ICR). This memo explains the changes and supporting rationale.

Changes: HRSA is requesting an increase in increase the number of responses and burden hours, due to an error that occurred when HRSA renewed this umbrella ICR in February. When HRSA revised this ICR in February, it updated five of its renewed information collections (ICs), resulting in the ICs having their hours deducted from the ICR twice. This error means that approximately 40% of the respondent budget and 14% of the burden hour budget are used on outdated collections. Since the ROCIS functionality does not allow HRSA to discontinue individual ICs within a larger Umbrella ICR, HRSA is requesting an increase of 38,977 respondents and 1,795 burden hours so that HRSA can use the Umbrella ICR, as HRSA had originally planned. The original and updated ICs are listed in the table below.

Time Sensitivity: The data collection changes must be completed in a timely manner to ensure that HRSA can continue to obtain OMB approval for ICs under this Umbrella ICR without significant delay. HRSA requests approval of this non-substantive change memo by July 2, 2024.

Burden: HRSA is requesting an increase of 38,977 responses and 1,795 burden hours for the number of survey responses that HRSA can collect under this umbrella ICR for the full 3-year period. The new total number of responses is 136,977, the new total burden hours is 15,045.
