For this program, performance measures
were developed to provide data on each RCORP initiative to enable
HRSA to provide aggregate program data required by Congress under
the Government Performance and Results Act of 1993. These measures
cover the principal topic areas of interest to the Federal Office
of Rural Health Policy (FORHP), including: (a) Provision of, and
referral to, rural behavioral health care services, including
Substance Use Disorder (SUD)/Opioid Use Disorder (OUD) prevention,
treatment and recovery support services; (b) behavioral health
care, including SUD/OUD prevention, treatment, and recovery,
process and outcomes; (c) education of health care providers and
community members; (d) emerging trends in rural behavioral health
care needs and areas of concern; and (e) consortium strength and
sustainability.
Estimated burden will increase
from 877 to 1,343.75 hours due to the addition of three new data
collection instruments for RCORP-Overdose Response, RCORP-Child and
Adolescent Behavioral Health, and RCORP-Neonatal Abstinence
Syndrome. The revisions reflect RCORP’s expanded scope beyond
opioids. FORHP requests that the information collection request be
approved by OMB as close to the 30-day comment period close date as
possible (ideally August 14). This is because the performance
measures submission portal for grantees will open on September 1,
2024, but the contractor will need time to enter in the measures,
OMB number, public burden statement, and expiration date and they
will essentially close the system for any edits or changes by
August 16, 2024.
