MEMORANDUM FOR DEFENSE MANPOWER DATA CENTER

SUBJECT: Justification for the Continued Use of Social Security Numbers on the Defense
Manpower Data Center Data Base (DMDCDB) - Approval

Thank you for completing a review of Social Security Number (SSN) use within this
system. This office has reviewed and approved your request to use the SSN for the following
Acceptable Uses: (8) Computer Matching and (11) Legacy System Interface.
The SSN is used for Computer Matching purposes between the Department of Defense
(DoD) and other Federal agencies that continue to use the SSN as a primary identifier.
The system requires the SSN to interface with legacy DoD systems that have not yet
transitioned to the DoD Identification (ID) number.
SSN use is approved for interfacing with DoD systems until such time as those systems
providing data to the DMDCDB system convert to using the DoD ID number or another viable
alternative identifier for the existing SSN use, or the underlying systems are decommissioned.
SSN use is approved for interfacing with other Federal agency systems until those systems
convert to another viable alternative identifier for the existing SSN use, or the underlying
systems are decommissioned.
While this system has been identified as requiring the collection, maintenance and use of
the SSN, you must ensure this data is afforded the highest protections practicable through use of
appropriate administrative, technical, and physical safeguards. Please maintain a copy of your
justification and this approval in your records.
