The below mentioned changes do not cause a change in the burden.
1. We reviewed and updated the HIPAA Eligibility Transaction System (HETS) Trading Partner
Agreement (TPA) content to follow federal plain language guidelines.
2. We removed all the information that used to be in Appendix D (Disproportionate Share
Hospital (DSH) – SITUATIONAL) because CMS replaced the Health Insurance Claim
Numbers (HICN) with the Medicare Beneficiary Identifiers (MBI) on all Medicare
beneficiaries' cards. The DSH view within the HETS system was designed to show information
based on the HICN that was submitted. Since the agency switched from using HICNs to MBIs
in 2020, the DSH view in HETS is no longer useful.
3. We added an acknowledgment box in Appendix A to make sure that Trading Partner
Authorized Representative who completes the HETS TPA acknowledges that they read and
understand the revised HETS Rules of Behavior.
4. We added an acknowledgment box in Appendix A to ensure that the Trading Partner
Authorized Representative who completes the HETS TPA form acknowledges that they read
and understand the HETS Authorized Representative Roles and Responsibilities.
5. We added an acknowledgment box in Appendix D (formerly Appendix E) to ensure that the
Trading Partner Authorized Representative who completes the HETS TPA acknowledges that
they read and understand the offshore data protection safeguards.
6. We added an agreement box in Appendix C to ensure that the trading Partner Authorized
Representative include the originating IP address on every transaction to HETS.
