General Comment
While the general intention of this study has the capacity to fulfill its goal, I am concerned that the
method of completion may lead to an incomplete understanding of SNAP equity. Relying only on the
referenced 53 documents and a limited survey may ultimately present a hollow picture, void of the
nuances involved in equity. Anything more may fall outside of state capacity, however I think some
expansion is in order.

Thank you for your comment on the Assessing Equity in Work Requirements and SNAP
Employment and Training study. We have considered your comment and have the following
responses:

This purpose of this study to identify the data available from SNAP State agencies,
their SNAP E&T provider partners, and other sources that can be used to develop
measures to assess equity in the administration of SNAP work requirements and SNAP
E&T services. It is focused on SNAP work requirements and SNAP E&T and is not
expected to result in a complete understanding of equity across SNAP.
•
The survey will collect information on a wide variety of topics related to data
availability and use and the administration of work requirements and SNAP E&T. The
document review is expected to include a range of types of documentation from each
State. The study also includes in depth interviews in six States with State agency staff
and partners to provide more detailed information about the day-to-day
administration of work requirements and SNAP E&T services and SNAP State agency
policies.
It might be helpful to know that the study team consulted on the development of the survey
and other instruments with an external Technical Working Group that included subject
matter experts in areas related to on SNAP, equity and equity measurement in human
services programs, and relevant data sources and research methodologies.
