PROJECT TITLE: The Global Antimicrobial Resistance (AR) Laboratory and Response Network
(Global AR Lab and Response Network).
PURPOSE AND USE OF COLLECTION: This tool is intended to establish and collect standardized
process and outcome metrics for recipients implementing Global AR Lab and Response Network
projects. Recipients will be asked to complete this tool annually, in addition to the required
Cooperative Agreement annual performance and progress reporting.

Please elaborate: CK21-2104 awards academic, other government, or non-governmental partners to
implement activities to combat AR in nearly 50 countries as part of the Global AR Lab and Response
Network. Through collaborations with over 15 organizations, the Global AR Lab and Response
Network strengthens capacities to detect, prevent, and respond to AR. Annually, activities receive
over $8,000,000 in funding using the Antimicrobial Resistance Solutions Initiative appropriations line
to support the goals outlined in the National Action Plan for Combating Antibiotic -Resistant Bacteria
(CARB) 2020-2025.
PERFORMANCE METRICS USED & JUSTIFICATIONS:
This tool is intended to (1) streamline and standardize information that recipients report annually
throughout the duration of a CoAg funding cycle; and (2) facilitate informed decision-making for
Global Antimicrobial Resistance Laboratory and Response Network (GARLRN) prioritization and
strategy development efforts. Although the common objective for all GARLRN projects is to build or
enhance capacity for laboratory, clinical, and field surveillance and detection of antimicrobial
resistance (AR) globally, there is variability in scope across several areas including targeted
pathogen(s); targeted geographic area; capacity building activities; resource development; lab
supply and equipment procurement; etc. Thus, the questions in this tool will support the
establishment of standardized process and outcome metrics in several key areas for all Global AR

Lab & Response Network projects, including: (1) Project implementation activities; (2) Project
surveillance activities; (3) Workforce development activities; (4) Capacities among targeted lab or
healthcare facility site(s) for AR surveillance, testing and detection; etc.
Responses to the questions in this tool will allow GARLRN to track project activities and reporting
over time, creating a valuable source of data for understanding the scope and reach of all projects,
as well as the cumulative outcomes from projects implemented throughout the CoAg funding cycle.
