This is a request for Office of Management and Budget (OMB) approval of a new hybrid-generic clearance for economic surveys of the commercial and charter harvesting sectors of federally managed fisheries. Once approved, it will allow NMFS to do the following: 1) conduct charter sector information collections similar to those it had conducted under what are now discontinued collections; 2) as needed, conduct under the hybrid-generic clearance commercial sector collections currently approved under OMB Control Number 0648-0773 as that clearance approaches its expiration date or as changes to those surveys become necessary; and 3) conduct additional commercial and/or charter sector collections. Under the requested clearance, an individual information collection may be approved upon conclusion of the 30-day Federal Register Notice and public comment period. The National Oceanic & Atmospheric Administration’s National Marine Fisheries Service (NMFS or NOAA Fisheries) has conservation and management responsibilities for many living marine resources and their habitat. NMFS needs economic data and the analyses they support to conduct more than a cursory determination of whether a variety of provisions in the applicable laws, Executive Orders (EOs), and NOAA or NMFS strategies and policies have been met or will be met by proposed fishery conservation and management actions. By providing such economic data, the proposed information collection will increase the ability of NMFS and the Regional Fishery Management Councils (Councils) to monitor, explain and predict changes in the economic performance and impacts of federally managed fisheries. Therefore, the proposed information collection will allow better-informed fishery conservation and management decisions, which will benefit the Nation.
