L. Underfunding of 911
For the purposes of this questionnaire, underfunding occurs when funding
levels are below the levels required for optimal performance of 911
operations.
L1. Describe the impact of any underfunding of 911 services in your
state or taxing jurisdiction during the annual period ending December
