Petition of the North American Electric Reliability Corporation for
Approval of New and Revised Definitions of Terms Used in Reliability
Standards

Dear Ms. Perotti:
On March 8, 2024, the North American Electric Reliability Corporation (NERC)
filed a petition for Commission approval, pursuant to section 215(d)(1) of the Federal
Power Act (FPA) 1 and section 39.5 of the Commission’s regulations, 2 proposing two
new, 30 modified, and four retired definitions of terms related to the calculation of
Reporting Area Control Error (Reporting ACE), for inclusion in the Glossary of Terms
Used in NERC Reliability Standards. 3 NERC also seeks approval of the proposed
implementation plan under which all the proposed defined terms would become effective
the first day of the first calendar quarter that is 12 months after regulatory approval.
NERC explains that it developed the proposed defined terms to improve the
definition of Reporting ACE “to improve long-term average frequency performance as

well as allow other Interconnections beyond the Western Interconnection the ability to
pursue an automatic time error correction control methodology or similar functions.” 4
NERC adds that, during this process, the drafting team identified the opportunity to
further clarify and improve upon other related NERC Glossary terms. 5
NERC’s filing was noticed on March 11, 2024, with interventions, comments and
protests due on or before April 10, 2024. There were no comments or protests. Ameren
Services Company filed a motion to intervene.
NERC’s uncontested petition is hereby approved pursuant to the relevant authority
delegated to the Director of the Office of Electric Reliability under 18 C.F.R. § 375.303.
The new and revised definitions shall become effective the first day of the first calendar
quarter that is 12 months after regulatory approval. 6 The currently effective definitions
of the revised defined terms, as well as the defined terms Disturbance Control Standard,
Net Interchange Schedule, Net Scheduled Interchange, and Reportable Disturbance shall
be retired immediately prior to the effective date of the revised definitions. 7
This action shall not be construed as approving any other application, including
proposed revisions of Electric Reliability Organization or Regional Entity rules or
procedures pursuant to 18 C.F.R. § 375.303(a)(2)(i). Such action shall not be deemed as
recognition of any claimed right or obligation associated therewith and such action is
without prejudice to any findings or orders that have been or may hereafter be made by
the Commission in any proceeding now pending or hereafter instituted by or against the
Electric Reliability Organization or any Regional Entity.
This order constitutes final agency action. Requests for rehearing by the
Commission may be filed within 30 days of the date of issuance of this order, pursuant to
18 C.F.R. § 385.713.
