review and clearance in accordance
with the Paperwork Reduction Act of
1995, on or after the date of publication
of this notice. We invite the general
public and other Federal agencies to
comment on proposed and continuing
information collections, which helps us
assess the impact of our information
collection requirements and minimize
the public’s reporting burden. Public
comments were previously requested
via the Federal Register on December
26, 2024, during a 60-day comment
period. This notice allows for an
additional 30 days for public comments.

national level on the age distribution
and family characteristics of college
students, and on the demographic
characteristics of pre-primary school
enrollment.

to the United States at less than normal
value (NV) during the period of review
(POR) July 1, 2022, through June 30,
2023.

Background
On August 13, 2024, Commerce
published the Preliminary Results of the
2022–2023 administrative review of the
antidumping duty order 1 on welded
stainless steel pressure pipe (welded
pressure pipe) from the Socialist
Republic of Vietnam (Vietnam) in the
Federal Register and invited interested
parties to comment.2 On December 3,
2024, Commerce fully extended the
deadline for the final results of this
administrative review until February 10,
2025.3 On December 9, 2024, Commerce
tolled certain deadlines in this
administrative proceeding by ninety
days.4 For a summary of the events that
occurred since the Preliminary Results,

this administrative review in
accordance with section 751(a) of the
Tariff Act of 1930, as amended (the Act).
Scope of the Order 6
The merchandise covered by this
Order is circular welded austenitic
stainless pressure pipe, not greater than
14 inches in outside diameter, from
Vietnam. For a full description of the
scope of the Order, see the Issues and
Decision Memorandum.
Vietnam-Wide Entity
Under Commerce’s policy regarding
the conditional review of the Vietnamwide entity,7 the Vietnam-wide entity
will not be under review unless a party
specifically requests, or Commerce selfinitiates, a review of the entity. Because
no party requested a review of the
Vietnam-wide entity in this review, the
entity is not under review, and the
entity’s rate (i.e., 16.25) is not subject to
change.8
With the exception of Sonha SSP and
Vinlong, Commerce considers all other
companies for which a review was
requested and initiated but did not
demonstrate separate rate eligibility to
be part of the Vietnam-wide entity.9
Therefore, for these final results, we
continue to consider Mejonson
Industrial Vietnam Co., Ltd., to be part
of the Vietnam-wide entity because it
did not file a separate rate application
or certification.
Analysis of Comments Received
All issues raised in an interested
party’s case brief are addressed in the
Issues and Decision Memorandum. A
list of these issues is attached as an
appendix to this notice. The Issues and
