The Commission’s Office of International Affairs (OIA) is requesting Office of Management and Budget (OMB) approval for de minimis, non-substantive changes to the questions and instructions for this information collection Data Network Identification Code (DNIC). On August 8, 2023, in OMB Control No. 3060-1029, OMB approved new and revised electronic forms as part of the Commission’s modernization of its online, web-based electronic filing system – the International Communications filing system (ICFS). The DNIC forms include: DNC-NEW (for applications for a new DNIC or a reassignment of a DNIC); DNC-WAV (for stand-alone waiver of the DNIC requirements); and DNC-AMD (for amendment of any type of pending DNIC application). On August 8, 2024, in OMB Control No. 3060-1029, OMB approved de minimis, non-substantive changes to this collection (ICR Reference No. 202407-3060-021).


Since the approval in 2024, and due to continued technology issues with the development of the online system, we have made minor, non-substantive, clarifying changes to the DNIC forms and application instructions.


We request that OMB treat this as a non-substantive change to Control No. 3060-1029 as the changes do not increase burdens or costs on the applicants. OIA includes the following: (1) screenshots of the DNIC forms as they will appear for public use and (2) the revised instructions.
