Stationary Compression Ignition Internal Combustion Engines (60, subpart IIII): 60.4214(d)(3) Annual Report (Spreadsheet Template Option)

The CEDRI bulk data upload feature allows you to submit data in a single report for multiple facilities using this EPA provided Excel workbook. Data for all companies and related engines must be entered into the worksheet labeled “Company Information” and “Engine Information” accordingly in this Excel workbook. Each row in the “Company Information” worksheet includes the data for a single company. Please provide Engine specific data (if applicable) non-emergency use in the Non-emergency Use worksheet.

If necessary, you may reference a file attachment in the last column of the “Company Information” worksheet within the applicable company row. A single attachment may be referenced by all records, or individual attachments may be included for each company record.

Bulk uploads must be uploaded into CEDRI as a single ZIP file, which must include this worksheet and any related file attachments.

Note: If you are uploading file attachments for your report, the uploaded files may be in any file format (e.g., zip, .docx, PDF). If you would like to include an excel file(s) as an attachment, you must first zip the excel file(s) into a separate zip file and then add the separate ZIP file to the master ZIP file that will be uploaded into CEDRI.

Once all data has been entered in the worksheet, combine this Excel workbook and all attachment files (including a ZIP file containing separate excel file(s), if applicable) into a single ZIP file for upload to CEDRI.

Please ensure your report includes all of the required data elements found in the listed citations below for this bulk upload submission.

Do not submit information you claim as confidential business information (CBI) to EPA via CEDRI. EPA will make all the information submitted through CEDRI available to the public without further notice to you. Anything submitted using CEDRI cannot later be claimed to be CBI. Furthermore, under CAA section 114(c) emissions data is not entitled to confidential treatment and requires EPA to make emissions data available to the public. Thus, emissions data will not be protected as CBI and will be made publicly available.

Although we do not expect persons to assert a claim of CBI, if persons wish to assert a CBI claim, you must submit the report via CEDRI with the CBI omitted and mail a complete report, including any information claimed to be CBI, to EPA on a compact disc, flash drive, or other commonly used electronic storage media via U.S. postal service. You must mark the outside of the digital storage media as CBI and then identify electronically within the digital storage media the specific information that is claimed as CBI. Mail the media to the address in the referencing federal regulation. If no address is specified, mail the media to:

Fill out this form if you own or operate an emergency stationary Compression Ignition Internal Combustion Engines (CI ICE) with a maximum engine power more than 100 HP that operates or is contractually obligated to be available for more than 15 hours per calendar year for the purposes specified in §60.4211(f)(2)(ii) and (iii) or that operates for the purposes specified in §60.4211(f)(3)(i). §60.4214(d)

§60.4214(d)(1)(i)

Provide your company name and address where the engine is located.

§60.4214(d)(1)(ii) 

Provide the beginning and ending dates of the reporting period.

Note: Please don’t provide Date of Report. Date of the report will be generated by the system upon submission of your report.

§60.4214(d)(1)(iii)

Provide the engine site rating and model year.

§60.4214(d)(1)(iv)

Provide the latitude and longitude of the engine in decimal degrees reported to the fifth decimal place.

§60.4211(f)(3)(i)

Provide hours spent for operation for the purpose specified in §60.4211(f)(3)(i), including the date, start time, and end time for engine operation for the purposes specified in §60.4211(f)(3)(i). Also, identify the entity that dispatched the engine and the situation that necessitated the dispatch of the engine. (§60.4214(d)(1)(vii)) for the following summary report (if applicable):

NOTE: On May 1, 2015, the U.S. Court of Appeals for the District of Columbia Circuit issued a decision vacating paragraphs 40 CFR 60.4211(f)(2)(ii)-(iii), 60.4243(d)(2)(ii)-(iii), and 63.6640(f)(2)(ii)-(iii). Due to the vacatur, those provisions no longer have any legal effect, and engines operating for the purposes specified in those paragraphs are not emergency engines. Therefore, the requirement to report hours of operation for those purposes for emergency engines is no longer needed since the engines are not operating for those purposes.
