Semiannual Compliance Reporting Spreadsheet Template
Welcome and Instructions
Purpose:
This spreadsheet template was designed by the U.S. EPA to facilitate semiannual compliance reporting under 40 CFR part 63, subpart DDDD.
The semiannual reporting requirements included in this report are found in §63.2281.
Electronic Reporting:
Electronic submission of semiannual compliance reports through the EPA's Compliance and Emissions Data Reporting (CEDRI) is required under §63.2281(b)(6).
CEDRI is accessed through the EPA's Central Data Exchange: https://cdx.epa.gov
This spreadsheet template may be uploaded to CEDRI to fulfill the electronic reporting requirement under §63.2281(h).
For a semiannual report, you may reference a single file attachment (described further below) that includes additional information on the "General_Requirements" tab.
How to Submit the Report:
IMPORTANT: The spreadsheet must be uploaded into CEDRI as a single ZIP file, which must include this Excel workbook and any related attachments that were referenced in the workbook (i.e., additional information file noted in the "General_Requirements" tab).
Note: If you are uploading file attachments for your report, the uploaded files may be in any format (e.g., zip, docx, PDF). If you would like to include an Excel file(s) as an attachment, you must first zip the excel file(s) into a separate ZIP file to the master ZIP file that will be uploaded into CEDRI.
Once all data have been entered in the worksheet, combine this Excel workbook and all attachment files (including any ZIP file containing separate excel file(s), if applicable) into a single ZIP file for upload to CEDRI.
Example: A file “Jan-June2019-Report.zip” uploaded into CEDRI could contain two files:
1. Completed_semiannual_reporting_spreadsheet_Jan-June2019.xlsx
2. Attachments.zip
-The “Attachments.zip” file could contain as many attachments of any format (xlsx, xls, docx, pdf, zip, etc.) as needed.
-If you only have one file to attach, you do not need to zip it unless it is an Excel file (.xlsx, .xls).
Do not submit information you claim as confidential business information (CBI) to EPA via CEDRI. EPA will make all the information submitted through this form via CEDRI available to the public without further notice to you. Anything submitted using CEDRI cannot later be claimed to be CBI. Furthermore, under CAA section 114(c) emissions data is not entitled to confidential treatment and requires EPA to make emissions data available to the public. Thus, emissions data will not be protected as CBI and will be made publicly available.
Although we do not expect persons to assert a claim of CBI, if persons wish to assert a CBI claim, you must submit the report via CEDRI with the CBI omitted and mail a complete report, including any information claimed to be CBI, to EPA on a compact disc, flash drive, or other commonly used electronic storage media via U.S. postal service. You must mark the outside of the digital storage media as CBI and then identify electronically within the digital storage media the specific information that is claimed as CBI. Mail the media to the address in the referencing federal regulation. If no address is specified, mail the media to:

U.S. EPA/OAQPS/CORE CBI Office Attention: Group Leader,
Measurement Policy Group MD C404-02
4930 Old Page Rd
Durham, North Carolina 27703
Template Navigation and Tabs to Complete:
All semiannual reports will include the gray General_Requirements and Equip_Description tabs. Complete green tabs as necessary, following the instructions below.
Gray tab: All semiannual compliance reports must complete the information in the gray tabs (General_Requirements and Equip_Description). Most of the information in the gray tabs will not change from one semiannual reporting period to the next. Complete the gray tabs and save the workbook for subsequent reporting periods. You may only need to enter new dates and review the data previously provided and update it as necessary.
Green tabs: Only complete a green tab appropriate for the circumstances of the facility.
If the facility utilized the startup/shutdown work practices, complete the SS_WorkPractUse and SS_WorkPractDetails tabs.
If the facility operated while a control device was offline, complete the RCDME_Events and RCDME_Summary tabs (visible depending on answer in General_Requirements tab).
If the facility had deviations at sources where you are not using a continuous monitoring system (CMS) to comply, complete the Deviation_noCMS tab.
If the facility had deviations at sources where CMS were used to comply, complete the CMS, CMS_Inoperative_or_Out_of_Contr, CMS_Summary, CMS_Deviation, and CMS_Deviation_Summary tabs, as applicable.
If the facility had any CMS, process, or control changes over the reporting period, complete the Description_of_Changes tab.
If the facility has Lumber Kilns, complete the Lumber Kilns tab.
If the facility has combustion units subject to the tune-up work practice of §63.2241(d), complete the CU Tune-up tab.
Notes:
-An auto-numbered index column appears on several sheets to provide an easy way to correlate rows of data if the tab is printed.
-Within the tabs, example rows are colored light red, and the XML tags are colored green. These colored rows are locked; no data entry can be made. Enter reporting data in the blank rows. Certain columns contain auto-calculated values, these are colored light pink and locked to prevent accidental deletion of formulas.
-If printing or if you wish to hide the example rows, the filter button on the header row of longer tables may be used to hide blank rows for printing and example rows to minimize on screen examples.
Due Date:
Each semiannual compliance report must be submitted no later than July 31 or January 31, whichever date is the first date following the end of the semiannual reporting period. [§63.2281(b)].
