This memo requests approval of nonsubstantive changes to an Administration for Children and Families (ACF) information collection in response to the Defending Women from Gender Ideology Extremism and Restoring Biological Truth to the Federal Government Executive Order (Defending Women EO). This request is specific to the Runaway and Homeless Youth- Homeless Management Information System (RHY-HMIS) (0970-0573).

Background

On January 2025, the current Administration released multiple EOs and memoranda requiring updates to information collections that request gender and/or gender identity, to only request “Sex” with the options Male/Female. Additionally, presidential actions focused on the removal of DEI-specific activities. To be responsive to the new administration, ACF is submitting a change request for this information collection.

Overview of Requested Changes

ACF has implemented changes to remove sexual orientation from the RHY data standards in current approved information collection requests to comply with the directives from the EO. The US Department of Housing & Urban Development will remove language to update gender collected data to denote sex as a biological variable through their Departmental processes. This request is specific to only these updates.


Updates are included to the data elements and the Supporting Statement A, section A11.


Time Sensitivities

In an effort to be responsive to the new administration’s requests, ACF will implement these changes for respondents. To ensure ACF is compliant with the Paperwork Reduction Act, ACF requests immediate approval.
