Individuals may apply to the Office of the Pardon Attorney, Department

of Justice, for a restoration of federal firearms rights pursuant to Title 18,

United States Code, Section 925 (c). Individuals may make application

for relief from the disabilities imposed by Federal laws with respect to

the acquisition, receipt, transfer, shipment, transportation, or possession

of firearms.

A completed fingerprint card must be submitted to the FBI along with an

Application to Restore Federal Firearms Rights (OMB-1123-0017).

Authority: The FBI's acquisition, preservation, and exchange of fingerprints and associated information is generally authorized

under 28 U.S.C. 534. Depending on the nature of your application, supplemental authorities include Federal statutes,

Presidential Executive Orders, and federal regulations. The Office of the Pardon Attorney’s acquisition, preservation, and

exchange of fingerprints and associated information is authorized pursuant to 18 U.S.C. §§ 922(g) and 925(c); 28 U.S.C. §§

509-510; 28 CFR §§ 25 and 107; 90 Fed. Reg. 13,080; 90 Fed. Reg. 34,394; and Executive Order 14206.

Principal Purpose: Certain determinations, such as restoration of federal firearms rights, can be predicated on fingerprint-based

background checks. Your fingerprints and associated information may be provided to the FBI for the purpose of comparing your

fingerprints to other fingerprints in the FBI's Next Generation Identification (NGI) System or its successor systems.

Routine Uses: During the processing of this application and for as long thereafter as your fingerprints and associated

information are retained in NGI, your information may be disclosed pursuant to your consent, and may be disclosed without

your consent as permitted by the Privacy Act of 1974 and all applicable Routine Uses. Routine uses include, but are not limited

to, disclosure to: government agencies responsible for making and effectuating federal firearms rights restoration

determinations; federal, state, local, territorial, tribal, or international enforcement and licensing agencies; law enforcement and

criminal justice agencies; civil or regulatory enforcement agencies; agencies responsible for national security and public safety;

any agency, organization, or individual for the purpose of performing authorized audit or oversight operations and records

management; and administrative or adjudicative bodies.
