Quarterly FDP updates would quadruple work overall for vendor management staff. Assuming 45
minutes to review complex store applications is too low. Expected travel time to a store is extremely
low and does not account for the vast differences by region and state. The estimate of the quantity
of online shoppers is likely too high, especially at the beginning of the program. Remote monitoring
is likely to take more time than in-person visits due to necessary follow up and documentation.
