Abstract: The Wendell H. Ford Aviation Act for the 21st Century requires, among other things, that the Department review all complaints that airlines receive from passengers alleging discrimination on the basis of disability. The Department is also required to submit an annual report to Congress indicating the results of such review. The substance of this report is based on the data submitted to the Department by the air carriers. Air carriers are required to 1) record and categorize disability-related complaints received, 2) prepare and submit a report to the Department annually, and 3) retain correspondences and record of action taken.

The increases are not due to a programmatic change, but an increase in the number of consumer complaints that carriers reported receiving and processing since DOT’s last request.
