There is a program change
increase of +250 respondent resulting in an increase of +453
responses and 235 total burden hours. APHIS has moved the
activities associated with the following forms to a new VS Permit
Common Form ICR: VS Forms VS 1-27, VS 16-3, VS 17-29, VS 17-129 and
VS 16-6A. There is an adjustment decrease of -46,826 responses
resulting in a decrease -25,474 Annual Burden Hours. Change(s) in
estimate due to Agency discretion include: • Item 1: VS has added a
new item to this collection, the HPAI Biosecurity Incentive Program
Participating Premises Agreement, accounting for 250 additional
business respondents, 1,000 additional responses, and 500
additional burden hours. • Item 2: VS has moved the following forms
to separate information collections, accounting for the following
changes: • The VS 17-129, Application for Import or In-Transit
Permit (for live animals, animal semen, animal embryos, birds,
poultry, or hatching eggs): Reduction by 160 responses and 26
burden hours. • The VS 17-29, Declaration of Importation of
Animals, Animal Semen, Embryos, Birds, Poultry, and Eggs for
Hatching: Reduction by 100 responses and 100 burden hours. • The VS
1-27, Permit for the Movement of Animals: Reduction by 50
responses, 8 hours of activity burden, and 50 hours of
recordkeeping burden. • The VS 16-3, Application for United States
Veterinary Permit for Importation of and Transportation of
Controlled Materials and Organisms and Vectors: Reduction by 74
responses and 74 burden hours. • The VS 16-6, Import Permit for
Controlled Materials and Organisms and Vectors: Reduction by 73
responses and 7 burden hours. Change(s) in estimate due to
adjustments in estimate include: • Item 1: Service Center/Field
Operations office contact: Reduction from 40 responses and 4 burden
hours to 16 responses and 2 burden hours. • Item 2: Embryo/Oocyte
Recipient Flock/Herd Identification: Reduction from 40 responses
and 7 burden hours to 6 responses and 1 burden hour for
information, and from 40 responses and 80 burden hours to 2
responses and 12 burden hours for recordkeeping. • Item 3: Health
Certificates for Sheep from 33,696 responses and 16,848 burden
hours to 276 responses and 138 burden hours. • Item 4: Permanent
Country Mark and Seals: Reduction from 6,649 responses (for both
information and recordkeeping) to 116 (for both) and from 1,995 to
25 burden hours for information, and from 6,649 burden hours to 116
burden hours for recordkeeping. • Item 5: VS Form 17-33, an
increase from 30 responses and 15 burden hours to 257 responses and
129 burden hours. • Item 6: VS Form 17-130, a decrease from 30
responses and 15 burden hours to 1 response and 1 burden hour for
information, and 15 responses and 15 burden hours to 1 response and
1 burden hour for recordkeeping. • Item 7: VS Form 17-32, a
decrease from 75 responses and 9 burden hours to 1 response and 1
burden hour. • Item 8: Seals, a decrease from 7 responses (5
foreign government and 2 business) and 7 burden hours to 2
responses (1 each) and 2 burden hours. • Item 9: Export health
certificate for gelatin, a decrease from 480 responses to 1 and 240
burden hours to 1.
