The AMSCs assist the FMSC in the
development, review, update, and
implementation of the Area Maritime
Security Plan (AMSP) for their area of
responsibility. The responsibilities of
the AMSCs may include, but are not
limited to, the following:

(1) Identifying critical port infrastructure
and operations;
(2) Identifying risks (threats,
vulnerabilities, and consequences);
(3) Determining mitigation strategies and
implementation methods;
(4) Developing strategies to facilitate the
recovery of the Maritime Transportation
System after a Transportation Security
Incident;
(5) Developing and describing the process
to continually evaluate overall port security
by considering consequences and
vulnerabilities, how they may change over
time, and what additional mitigation
strategies can be applied; and
(6) Providing advice to and assisting the
FMSC in developing and maintaining the
AMSP.

AMSC Membership
Members of the AMSC should have at
least five years of experience related to
maritime or port security operations. We
are seeking to fill one (1) SubCommittee vacancy with this
solicitation: an Executive Board member
to serve as Vice-Chairperson. The
position will serve concurrently as a
member of the Eastern Great Lakes
AMSC when convened by the FMSC.
Applicants may be required to pass an
appropriate security background check
prior to appointment to the Committee.
The member’s term of office will be for
five years; however, a member is eligible
to serve additional terms of office.
Members will not receive any salary or
other compensation for their service on
an AMSC. In accordance with 33 CFR
103.305, members may be selected from
Federal, Territorial, or Tribal
governments; State government and
political subdivisions of the State; local
public safety, crisis management, and
emergency response agencies; law
enforcement and security organizations;
maritime industry, including labor;
other port stakeholders having a special
competence in maritime security; and
port stakeholders affected by security
practices and policies.

Management Agency (FEMA) will
submit the information collection
abstracted below to the Office of
Management and Budget for review and
clearance in accordance with the
requirements of the Paperwork
Reduction Act of 1995. FEMA invites
the general public to take this
opportunity to comment on an
extension of a currently approved
information collection. In accordance
with the requirements of the Paperwork
Reduction Act of 1995, this notice seeks
comments concerning the National
Flood Insurance Program’s (NFIP)
Elevation Certificate and Floodproofing
Certificate.

SUPPLEMENTARY INFORMATION:
Communities participating in the NFIP
are required to adopt a floodplain
management ordinance that meets or
exceeds the minimum floodplain
management standards of the NFIP. In
accordance with FEMA’s minimum
floodplain management standards,
communities must require that all new
construction and substantial
improvement of residential structures
and non-residential structures have the
lowest floor (including basement)
elevated to above the base flood
elevation subject to 44 CFR 60.3(c)(2)
and (3); unless, for residential
structures, the community is granted an
exception by FEMA for the allowance of
basements under 44 CFR 60.6(b) or (c).
New construction and substantial
improvement of non-residential
structures can also be floodproofed.
This means that, together with attendant
utility and sanitary facilities, they are
designed such that below the base flood
level the structure is watertight, with
walls substantially impermeable to the
passage of water and with structural
components having the capability to
resist hydrostatic and hydrodynamic
loads and effects of buoyancy, per 44
CFR 60.3(c)(3)(ii).
Use of the Elevation Certificate and
Floodproofing Certificate each serve as
a method for a community to document
building compliance with these
requirements. FEMA also gives NFIP
policyholders the option to submit an
Elevation Certificate for the purpose of
providing elevation information for use
in premium rating in lieu of FEMAsourced elevation information and for
the purpose of demonstrating eligibility
for the Machinery & Equipment
premium discount.
This proposed information collection
previously published in the Federal
Register on June 1, 2026, at 91 FR 32408
with a 60-day public comment period
and FEMA received five public
comments. One was from Association of

State Floodplain Managers (ASFPM),
two from the City of Tucson, one from
an insurance agent, and one from an
anonymous commenter related to this
information collection. Many ASFPM
and City of Tucson comments suggested
allowing extra space for comments;
providing additional wording for
clarification; industry standard wording;
and adjusting electronic form
capabilities to adjust for capacity and to
use with other programs. The
anonymous commenter was concerned
about the use of waivers, and
development in flood prone areas. The
comment from the insurance agent was
in reference to slab on grade
construction on the Elevation Certificate
(EC) form.
The purpose of this notice is to notify
the public that FEMA will submit the
information collection abstracted below
to the Office of Management and Budget
for review and clearance.

Comments
Comments may be submitted as

above. Comments are solicited to (a)
evaluate whether the proposed data
collection is necessary for the proper
performance of the Agency, including
whether the information shall have
practical utility; (b) evaluate the

Abstract: The Elevation Certificate

flooding. Respondents are primarily
surveyors, architects, or engineers;
individual property owners may opt to
complete specified portions of the
Elevation Certificate.

SUMMARY: The U.S. Department of the

Interior (DOI) is seeking member
nominations to the Hunting and
Shooting Sports Conservation and
Access Council (Council). Individuals
who submitted a cover letter and
resume in response to the April 21,
2026, request for nominations do not
need to resubmit for this request. The
Council will provide recommendations
to the Federal Government, through the
Secretary of the Interior and the
Secretary of Agriculture, regarding the
establishment and implementation of
existing and proposed policies and
authorities with regard to wildlife and
habitat conservation endeavors that
benefit wildlife resources; encourage
partnership among the public, sporting
conservation organizations, and Federal,
State, Tribal, and Territorial

SUPPLEMENTARY INFORMATION: The
Council is established under the
authority of the Secretary of the Interior
and regulated by the Federal Advisory
Committee Act (FACA), as amended (5
U.S.C. Ch. 10). The Council’s duties are
strictly advisory and consist of, but are
not limited to,
(a) Assessing the implementation of
current and future Executive Orders,
Secretary’s Orders, Secretarial memos,
and Director’s Orders that pertain to the
objective of the Council, and providing
recommendations to enhance and
expand their implementation;
(b) Conducting a review of public
lands to identify any areas currently
unreachable or unavailable for public
hunting opportunities and
recommending solutions or options to
increase access;
(c) Making recommendations
regarding policies and programs that:
1. conserve and restore wetlands,
grasslands, forests, and other important
wildlife habitats, and improve
management and restoration of
rangelands and agricultural lands to
benefit wildlife and enhance hunting
and wildlife-associated recreation;
2. promote opportunities for hunting
and/or expand access to hunting,
shooting sports and wildlife-associated
recreation on public lands;
3. improve and enhance agency
infrastructure that benefit wildlife and
their habitats, that enhance public
access to hunting and shooting sports
opportunities on public lands and other
related and lawful uses in accordance
with the Federal Lands Recreation
Enhancement Act (16 U.S.C. 6801–6814)
and the Great American Outdoors Act
(Pub. L. 115–162);
