General Comment
This comment is submitted in support of AmeriCorps' request to renew Paperwork Reduction Act (PRA)
authorization for the President's Volunteer Service Award (PVSA) application
The multi-part application requires local Certifying Organizations (schools, non-profits, faith-based
groups) to log, audit, and submit verified volunteer hours across established bronze, silver, gold, and
lifetime service thresholds. This collection is the sole mechanism that prevents fraud and ensures
Presidential awards are bestowed exclusively on legitimate service contributors. The Corporation for
National and Community Service (operating as AmeriCorps) is statutorily mandated under the National
and Community Service Act of 1990 to "foster civic engagement through service and volunteering" and
expand national volunteer infrastructure. Under Executive Order authorization administered through
AmeriCorps, the agency is tasked with establishing objective standards for Presidential civic recognition.
Collecting Parts A through E provides the statutory mechanism required to administer this federal
program.
The 20-minute requirement represents the minimum administrative input necessary to collect verifiable
volunteer hours across multi-tier criteria. The estimated 20 minutes per application represents an efficient
and well-calibrated requirement. It gives certifying entities sufficient structure to log and confirm genuine
service hours without imposing excessive administrative friction on volunteers or non-profit
administrators.
