PUBLIC SUBMISSION As of: 9/14/26, 11:45 AM Received: August 19, 2026 Status: Posted Posted: August 21, 2026 Category: None Tracking No. mt0-xj2w-4hib Comments Due: September 18, 2026 Submission Type: API Docket: CNCS-2026-0298 Agency Info. Coll: PVSA Comment On: CNCS-2026-0298-0001 Agency Information Collection Activities; Proposals, Submissions, and Approvals: President's Volunteer Service Award Document: CNCS-2026-0298-0003 Comment from Charlotte Chinese Story Time Submitter Information Email: [email protected] Organization: Charlotte Chinese Story Time General Comment To Whom It May Concern, On behalf of Charlotte Chinese Story Time (CCST), a 501(c)(3) nonprofit organization based in Charlotte, North Carolina, I respectfully submit the following comments in support of the renewal of the information collection for the President's Volunteer Service Award (PVSA). CCST's mission is to promote Chinese language, culture, and community engagement through educational and cultural programs that are accessible to families throughout our community. Our organization relies heavily on volunteers—including youth, parents, educators, and community members —to make these programs possible. Volunteers assist with planning, teaching, event coordination, community outreach, registration, photography, interpretation, and many other essential activities. The President's Volunteer Service Award has long been one of the nation's most meaningful forms of recognition for volunteer service. It encourages civic engagement, inspires young people to serve their communities, and provides volunteers with nationally recognized acknowledgment for their contributions. For nonprofit organizations like ours, the PVSA is also an important tool for recruiting, retaining, and recognizing dedicated volunteers. We strongly support AmeriCorps' proposal to renew this information collection and appreciate the agency's efforts to preserve this important national program. As AmeriCorps moves through the required administrative process, we respectfully offer the following recommendations: 1. Restore the PVSA program as soon as practicable. Many nonprofit organizations have continued providing valuable community services during the program's temporary pause. Volunteers have continued donating their time despite the absence of national recognition. We respectfully encourage AmeriCorps to resume program operations as soon as the required approvals have been completed. 2. Preserve eligibility for volunteer service completed during the temporary pause. Thousands of volunteers across the country have continued serving their communities since the temporary pause began. We respectfully request that volunteer service completed during this period remain eligible for recognition after the program resumes so that volunteers are not disadvantaged by circumstances beyond their control. 3. Maintain a straightforward application process. We support renewing the current information collection without creating additional administrative burdens for Certifying Organizations, especially smaller nonprofit organizations that depend primarily on volunteers rather than paid administrative staff. 4. Continue improving digital administration. We encourage AmeriCorps to continue modernizing the program through online application management, electronic award ordering, digital certificates, application status tracking, and other tools that reduce administrative workload while improving the experience for participating organizations. Volunteerism is one of the strongest foundations of our communities. The President's Volunteer Service Award has played an important role in recognizing service, encouraging civic responsibility, and inspiring future generations of volunteers. We appreciate AmeriCorps' continued commitment to preserving this program and respectfully encourage its timely restoration. Thank you for considering our comments. Sincerely, Jenny
