FORMAL PETITION FOR RULEMAKING & COMPLAINT OF
CONSTITUTIONAL INCONSISTENCY

I. THE FRAUD OF "HUMANE DISPOSITION"

The USDA’s current information collection (OMB 0579-0036) is a forensic
failure. It tracks "numbers" of animals but intentionally ignores the Physical
Reality of the Waste Stream.
●​ The Evidence: Physical samples recovered from Tennessee
infrastructure (industrial "clinkers" and vitrified slag) reveal that
laboratory animals are not being "humanely disposed of" in any
traditional sense. They are being reduced to mineral aggregate and
metallic trace elements for use in public roadbeds without citizen
consent.
●​ The Demand: We demand that APHIS Form 7023 be revised to
include a "Final Destination of Biological Matter" field. The public has
a right to know if their local roads are paved with the incinerated
remains of federally funded research subjects.
II. SPECIESISM AS LEGISLATED THEOLOGY

The USDA continues to defend the Dog and Cat Meat Prohibition Act
(2018) while simultaneously protecting and even promoting the
mass-slaughter of pigs and cows for meat, biofuel, and animal feed.
●​ The Hypocrisy: This is not a "welfare" law; it is Cultural
Protectionism. By banning the dietary practices of marginalized
immigrant communities (specifically Asian Americans) while providing
statutory immunity for the factory-farmed torture of biologically
equivalent sentient beings (swine), the USDA has violated the
Establishment Clause and the Equal Protection Clause.

●​ The Demand: In this "free country," the law should not be a tool for
one culture to "other" another. If a dog is too "sacred" to eat, then a
pig—scientifically proven to possess equal or superior cognitive
depth—is too sacred to be held in a gestation crate. The USDA is
enforcing a State-Sanctioned Religion of Speciesism that favors
corporate lobbyists over biological truth.
III. THE END OF THE "WHITE COAT" IMMUNITY

We call out the Euthanasia Lie. Euthanasia means "good death." There is
nothing "good" about being converted into toxic slag for a highway
expansion.
●​ We demand an immediate end to the discriminatory legal
favoritism that allows a laboratory to do to a dog what a private
citizen would be imprisoned for.
●​ We demand a Unified Standard of Protection. If the 2018 Act is to
remain, it must be expanded to all sentient species to remove its
current status as a targeted, culturally discriminatory attack.
