PRIVACY IMPACT ASSESSMENT (PIA) PRESCRIBING AUTHORITY: DoD Instruction 5400.16, "DoD Privacy Impact Assessment (PIA) Guidance". Complete this form for Department of Defense (DoD) information systems or electronic collections of information (referred to as an "electronic collection" for the purpose of this form) that collect, maintain, use, and/or disseminate personally identifiable information (PII) about members of the public, Federal employees, contractors, or foreign nationals employed at U.S. military facilities internationally. In the case where no PII is collected, the PIA will serve as a conclusive determination that privacy requirements do not apply to system. 1. Describe the purpose of this DoD information system or electronic collection and describe the types of personal information about individuals collected in the system. The Integrated Personnel and Pay System - Army, Increment 2 (IPPS-A INC 2) is a web-based system that manages personnel and pay functions for Army Service members. This Human Resources (HR) and payroll system provides a comprehensive personnel and pay record for each service member, regardless of Component (Active Army, Army National Guard, and United States Army Reserve). PII collected: Citizenship, Drivers’ License, Employment Information, Home/Cell Phone, Mailing/Home Address, Military Records, Official Duty Address, Passport Information, Place of Birth, Race/Ethnicity, Records, Work E-mail Address, Birth Date, Disability Information, Education Information, Financial Information, Law Enforcement Information, Marital Status, Mother’s Middle/Maiden Name, Official Duty Telephone Phone, Personal E-mail Address, Position/Title, Rank/Grade, Security Information, Child Information, DoD ID Number, Emergency Contact, Gender/Gender Identification, Legal Status, Medical Information, Names(s), Other ID Number, Photo, Religious Preference, Social Security Number. d. Why is the PII collected and/or what is the intended use of the PII? (e.g., verification, identification, authentication, data matching, mission-related use, administrative use) Verification, identification, authentication, mission-related use and administrative use. e. Do individuals have the opportunity to object to the collection of their PII? Yes No (1) If "Yes," describe the method by which individuals can object to the collection of PII. (2) If "No," state the reason why individuals cannot object to the collection of PII. Individuals do have the opportunity to object to the collection of their Personally Identifiable Information (PII). The primary source of PII collection is through electronic data transfers from various external IT systems that are integrated with IPPS-A. Before any personal information is requested or collected from these systems, individuals are provided with the necessary Privacy Act Statement (PAS). In rare cases where PII is directly collected from the individual or the subject source into the system, an applicable Privacy Act Advisory (PAA) is presented to every user upon login. For instance, when a soldier needs to update their home mailing address in IPPS-A, a PAS will appear as a system pop-up. Before being redirected to the system page where they can update their personal information, the user must acknowledge this notice. Failure to provide requested information could result in adverse or delayed actions related to human resources, personnel, payroll operations, or adjustments to other types of benefits. f. Do individuals have the opportunity to consent to the specific uses of their PII? Yes No (1) If "Yes," describe the method by which individuals can give or withhold their consent. Page 1 of 11 Individual can withhold consent for the use of their PII by not providing requested information. However, failure to provide requested information could lead to adverse or delayed actions related to human resources/personnel, payroll operations, or adjustments to other types of benefits. g. When an individual is asked to provide PII, a Privacy Act Statement (PAS) and/or a Privacy Advisory must be provided. (Check as appropriate and provide the actual wording.) Privacy Act Statement Privacy Advisory Not Applicable Specific wording on Army hard-copy HRC personnel forms varies and is dependent on the purpose or use of the collected PII, as is stated on each of respective form(s) along with the cited statute or regulation applicable to that PII collection. A similar electronic version of the Privacy notice, called a Privacy Act Advisory (PAA), is given to each IPPS-A system User. The first PAA is given to the User as part of the general DoD/Army security and privacy banner language everyone receives upon initial log-in to the system. In addition, a second PAA is given to any individual User whom attempts to enter PII into IPPS-A for use with that individual's personal system record. The PAA is applicable to the data being entered and is provided to the User via a system pop-out window that must be acknowledged before proceeding to the page where data can be entered/collected. For examples, if a User needs to update a home mailing address in IPPS-A, the applicable Privacy Act Statement (PAS) will be provided to that User first via a pop-out window that they acknowledge before being taken to the system page where they can enter and change the information for their new home mailing address. ***PRIVACY ACT ADVISORY While all personal identifying information (PII) data stored on this IS is protected under the Privacy Act of 1974, all communications using this IS, and the data captured to support this IS, are not private, are subject to routine monitoring, interception, and search, and may be disclosed or used for any USG authorized purpose. ***PRIVACY ACT STATEMENT AUTHORITY: 10 U.S.C 136, Under Secretary of Defense for Personnel Readiness: 10 U.S.C., and Executive Order 9397 (SSN), as amended. PURPOSE: The Integrated Personnel and Pay System - Army (IPPS-A) collects and maintains personal information to manage personnel and pay functions for all Army Soldiers. This system integrates human resources, pay, and talent management to enhance the efficiency and accuracy of administrative processes. ROUTINE USES: The information collected may be disclosed to the Department of Defense (DoD) components, federal agencies, and other authorized entities as necessary to fulfill the purposes stated above. It may also be used for statistical analysis, research, and reporting purposes. DISCLOSURE: Providing this information is voluntary; however, failure to provide the requested information may result in delays or inaccuracies in personnel and pay processing. h. A Federal law or Executive Order must authorize the collection and maintenance of a system of records. For PII not collected or maintained in a system of records, the collection or maintenance of the PII must be necessary to discharge the requirements of a statue or Executive Order. (1) If this system has a Privacy Act SORN, the authorities in this PIA and the existing Privacy Act SORN should be similar. (2) If a SORN does not apply, cite the authority for this DoD information system or electronic collection to collect, use, maintain and/or disseminate PII.
