State University, Sacramento is unaware
of any treatment of the objects of
cultural patrimony with pesticides,
preservatives, or other substances that
represent a potential hazard to the
objects or to persons handling the
objects.
Determinations
The California State University,
Sacramento has determined that:
• The 8,593 objects of cultural
patrimony described in this notice have
ongoing historical, traditional, or
cultural importance central to the
Native American group, including any
constituent sub-group (such as a band,
clan, lineage, ceremonial society, or
other subdivision), according to the
Native American traditional knowledge
of an Indian Tribe or Native Hawaiian
organization.
• There is a connection between the
cultural items described in this notice
and the Paskenta Band of Nomlaki
Indians of California.

Requests for Repatriation
Additional, written requests for
repatriation of the cultural items in this
notice must be sent to the authorized
representative identified in this notice
under ADDRESSES. Requests for
repatriation may be submitted by any
lineal descendant, Indian Tribe, or
Native Hawaiian organization not
identified in this notice who shows, by
a preponderance of the evidence, that
the requestor is a lineal descendant or

a culturally affiliated Indian Tribe or
Native Hawaiian organization.
Repatriation of the cultural items in
this notice to a requestor may occur on
or after October 30, 2026. If competing
requests for repatriation are received,
the California State University,
Sacramento must determine the most
appropriate requestor prior to
repatriation. Requests for joint
repatriation of the cultural items are
considered a single request and not
competing requests. The California State
University, Sacramento is responsible
for sending a copy of this notice to the
Indian Tribes and Native Hawaiian
organizations identified in this notice
and to any other consulting parties.

approved information collection.

SUPPLEMENTARY INFORMATION: In
accordance with the Paperwork
Reduction Act of 1995, (PRA, 44 U.S.C.
3501 et seq.) and 5 CFR 1320.8(d)(1), all
information collections require approval
under the PRA. As part of our
continuing effort to reduce paperwork
and respondent burdens, we invite the
public and other Federal agencies to
comment on new, proposed, revised,
and continuing collections of
information. This helps us assess the
impact of our information collection
requirements and minimize the public’s
reporting burden. It also helps the
public understand our information
collection requirements and provide the
requested data in the desired format.
A Federal Register notice with a 60day public comment period soliciting
comments on this collection of
information was published on May 13,
2026 (91 FR 27076). No comments were
received.
We are especially interested in public
comment addressing the following:
(1) Whether or not the collection of
information is necessary for the proper
performance of the functions of the
agency, including whether or not the
information will have practical utility.
(2) The accuracy of our estimate of the
burden for this collection of
information, including the validity of
the methodology and assumptions used.
(3) Ways to enhance the quality,
utility, and clarity of the information to
be collected.
(4) How might the agency minimize
the burden of the collection of
information on those who are to
respond, including through the use of
appropriate automated, electronic,
mechanical, or other technological
collection techniques or other forms of
information technology (e.g., permitting
electronic submission of response).

Abstract: Federal law—specifically
Section 4 of the Archaeological
Resources Protection Act of 1979 and
Section 3 of the Antiquities Act of
1906—allows individuals and
organizations to request permission to
study, dig, or remove archaeological
materials from public or Indian lands.
Anyone who is not part of the National
Park Service (NPS) must obtain a permit
before doing any archaeological work on
NPS lands, even if the work is part of
another regulatory process. This
includes activities such as excavation,
shovel testing, coring, walking surveys
(with or without collecting artifacts),
underwater archaeology,
photogrammetry, and documenting rock
art
Researchers from universities,
museums, businesses, or other
organizations must submit Form DI–
1926, the Application for Permit for
Archeological Investigations, before
starting fieldwork. Applicants must also
provide a statement of work,
information about their qualifications
and past experience, résumés for key
project staff, written consent from State
or Tribal authorities when required,
documentation from the facility that
will care for the collections, and a
detailed project schedule. State or Tribal
authorities when required, authorization
identifying the curation facility, and a
detailed schedule of all project
activities.
Once a permit is issued, permit
holders must submit preliminary,
annual, and final reports during the
course of the project.

SUMMARY: In accordance with the Native

California State University, Sacramento
has completed an inventory of human
remains and associated funerary objects
and has determined that there is a
cultural affiliation between the human
remains and associated funerary objects
and Indian Tribes or Native Hawaiian
organizations in this notice.

Abstract of Information Available
Human remains representing at least
53 individuals have been identified. The
35,141 associated funerary objects
include baked clay objects; faunal and
floral remains; flaked and ground
stones; historic materials; perishable
materials; modified bones, shells, and
stones; thermally altered rocks;
pigments; unmodified stones; soil,
column, and geologic samples; ash; and
unidentified objects. An unknown
number of unidentified cultural items
may be missing from the collection,
which may include other categories of
items. The human remains and
associated funerary objects originate
from several sites in northern Tehama
County and include CA–TEH–387
(accession 81–137), CA–TEH–748
(accession 81–136), CA–TEH–1196
(accession 81–141), CA–TEH–1197
(accession 81–142), CA–TEH-Frog Site
(accession 81–487), CA–TEH–300
(accession 81–30), CA–TEH–328
(accession 81–30 and 81–3), CA–TEH–
331 (accession 81–8, 81–30), CA–TEH–
318 (accession 81–30), CA–TEH-Cone
Grove (accession 81–460), and CA–TEHUnknown (Massacre; accession 81–9).
These sites were investigated in the
1960s-1980s by former faculty and
students affiliated with the California
State University, Sacramento. The
California State University, Sacramento
is unaware of any treatment of the
objects of cultural patrimony with
pesticides, preservatives, or other
substances that represent a potential
hazard to the objects or to persons
handling the objects.
Cultural Affiliation
Based on the information available
and the results of consultation cultural
affiliation is clearly identified by the
information available about the human
remains and associated funerary objects
described in this notice.
Determinations
The California State University,
Sacramento has determined that:
• The human remains described in
this notice represent the physical
remains of at least 53 individuals of
Native American ancestry.
• The 35,141 objects described in this
notice are reasonably believed to have
been placed intentionally with or near
individual human remains at the time of
death or later as part of the death rite
or ceremony.
• There is a connection between the
human remains and associated funerary
