Sound Regional Citizen’s Advisory
Council (PWSRCAC) as an alternative
voluntary advisory group for Prince

2027. Under the Oil Pollution Act of
1990 (OPA 90), the Coast Guard may
recertify the PWSRCAC on an annual
basis. This certification allows
PWSRCAC to monitor the activities of
terminal facilities and crude oil tankers
under an alternative composition as
established by OPA 90 statute.
DATES: This recertification is effective
for the period from March 1, 2026
through February 28, 2027.

I. Background and Purpose
On December 31, 1992, the Coast
Guard published Guidelines for
Recertification of Alternative Voluntary
Groups In Lieu of a Council (57 FR
62600) to assist groups seeking
recertification under the Oil Terminal
and Oil Tanker Environmental
Oversight and Monitoring Act of 1990
(33 U.S.C. 2732) (the OPA 90 Act). On
July 7, 1993, the Coast Guard published
a notice (58 FR 36504) identifying the
factors that the Coast Guard would
consider in making its determination as
to whether advisory groups should be
certified in accordance with the OPA 90
Act, and the procedures which the Coast
Guard would follow in meeting its
recertification responsibilities under the
OPA 90 Act. On September 16, 2002,
the Coast Guard published revised
recertification procedure for alternative
voluntary advisory groups established
in lieu of councils (67 FR 58440).
According to the revised procedures, an
applicant alternative group requesting
recertification is required to provide the
Coast Guard with a comprehensive
application once every 3 years
(triennially). For each of the two years

between the triennial application
procedures, the applicant utilizes a
streamlined process and submits a
recertification application describing
any substantive changes to the
information provided at the previous
triennial recertification. Public
comment is only solicited during the
triennial comprehensive review. 2026 is
the year in this triennial cycle that
PWSRCAC must provide comprehensive
information.
II. Discussion of Comments
On February 2, 2026, the Coast Guard
published a Notice; Request for
comments titled ‘‘Application for
Recertification of Prince William Sound
Regional Citizens’ Advisory Council’’ in
the Federal Register (91 FR 4575). The
Coast Guard received 70 comments from
Alaska residents, former members of the
Prince William Sound Regional
Citizen’s Advisory Council (PWSRCAC),
educational institutions, government
agencies, local business owners, Alaska
State Legislators and Senators, and a
former Governor of Alaska. All
comments supported the recertification
of the PWSRCAC. Commenters
expressed strong support for the
Council’s work and highlighted its
ongoing efforts and contributions. No
comments proposed changes to the
recertification.
Recertification
By letter dated May 28, 2026, the
Commander, Coast Guard Arctic
District, certified that the PWSRCAC
qualifies as an alternative voluntary
advisory group under 33 U.S.C. 2732(o).
This recertification terminates on
February 28, 2027.
R.R. Little,
Rear Admiral, U.S. Coast Guard, Commander,
United States Coast Guard Arctic District.

ACTION: 30-Day notice of extension and

request for comments.
SUMMARY: The Federal Emergency

Management Agency (FEMA) will
submit the information collection
abstracted below to the Office of
Management and Budget for review and
clearance in accordance with the
requirements of the Paperwork
Reduction Act of 1995. FEMA invites
the general public to take this
opportunity to comment on an
extension of a currently approved
information collection. In accordance
with the requirements of the Paperwork
Reduction Act of 1995, this notice seeks
comments concerning the collection of
information under which communities
submit information to FEMA for
application and continued participation
in the National Flood Insurance
Program (NFIP).
DATES: Comments must be submitted on
or before November 27, 2026.
ADDRESSES: Written comments and
recommendations for the proposed
information collection should be sent
within 30 days of publication of this
notice to www.reginfo.gov/public/do/
PRAMain. Find this particular
information collection by selecting
‘‘Currently under 30-day Review—Open
for Public Comments’’ or by using the
search function.
FOR FURTHER INFORMATION CONTACT:
Requests for additional information or
copies of the information collection
should be made to Director, Information
Management Division, 500 C Street SW,
Washington, DC 20472, email address
[email protected] or Charles
Baker, Program Analyst, Floodplain
Management Division at charles.baker@
fema.dhs.gov or (202) 600–1885.
SUPPLEMENTARY INFORMATION: The NFIP,
codified at 42 U.S.C. 4001 et seq.,
requires all flood-prone communities
throughout the country to apply for
participation in the NFIP one year after
their flood-prone status is identified or
submit to the prohibition of certain
types of federal and federally related
financial assistance for use in their
floodplains. 44 CFR 59.2 authorizes
previously unavailable flood insurance
protection to property owners in floodprone areas and identifies the
information that communities are
required to submit to FEMA for
application into the NFIP. 44 CFR 59.22
and 59.24 identify the information a
community is required to submit to
FEMA for continued participation in the
program. This collection also accounts
for the burden hours associated with the
applicant’s time to collect information

as part of the community development
permit process. To qualify for the NFIP,
a participating community must adopt
certain minimum standards in
accordance with FEMA’s regulations at
44 CFR 60.3, 60.4, and 60.5. To verify
whether communities maintain such
standards, the NFIP requires
participating communities to retain
documentation on development taking
place in the flood hazard areas within
the community. See 44 CFR 59.22. Such
information will be made available to
FEMA upon request. This information
assists FEMA in evaluating the
effectiveness of a community’s
floodplain management program and
participating property owners’
eligibility for flood insurance. The
‘‘Application for Participation in the
NFIP’’ and the ‘‘NFIP and the
Community Development Permit
Process’’ are separate actions
documented under the same collection.
This proposed information collection
previously published in the Federal
Register on July 30, 2026, at 91 FR
48400 with a 60-day public comment
period. Two public comments were
received. One public comment
suggested a ceiling on the value of
properties eligible for flood insurance,
and the other was supportive of this
information collection. One comment is
not relevant to this information
collection, and the other is supportive of
its renewal. The purpose of this notice
is to notify the public that FEMA will
submit the information collection
abstracted below to the Office of
Management and Budget for review and
clearance.
