Subject: Non-Substantive Change Request – Unaccompanied Alien Children Sponsor Application Packet (OMB #0970-0278)
This memo requests approval of a non-substantive change to the approved information collection, Unaccompanied Alien Children (UAC) Sponsor Application Packet (OMB #0970-0278).
Background
The UAC Sponsor Application Packet information collection contains seven instruments that allow ORR to collect information necessary to determine the suitability of potential sponsors for UAC as required by the Homeland Security Act (6 U.S.C. 279) and the Trafficking Victims Protection Reauthorization Act of 2008 (8 U.S.C. 1232). The collection was last approved by OMB on February 27, 2026, and expires on February 28, 2029.
ORR is proposing revisions to the Spanish translations of the following forms:
• Authorization for Release of Information (Form SAP-2)
• Sponsor Application (Form SAP-3)
• Fingerprinting Instructions (Form SAP-5)
• Letter of Designation for Care of a Child (Form SAP-6)
• Affidavit of Financial Support (Form SAP-8)
The need for these revisions was identified after Division of Sponsor Administration Federal Field Specialists reported that sponsors were experiencing difficulty understanding certain portions of the Spanish-language forms and provided recommended corrections. ORR Policy staff fluent in Spanish reviewed the identified language and made targeted corrections to address translation errors and improve the clarity and consistency of terminology throughout the Spanish-language forms.
Overview of Requested Changes
ORR will make targeted corrections to the Spanish translations to the forms listed above, including:
All Forms
• Update references from “Especialista de campo federal” to “Especialista federal de reunificación.”
Affidavit of Financial Support (Form SAP-8)
• Correct language-access references that incorrectly mention limited English proficiency and English-language interpretation/translation so they instead refer to limited Spanish proficiency and Spanish-language interpretation/translation.
• Correct employment terms: “Situación de empleo” to “Estado laboral” and “Empleado independiente” to “Trabajador independiente.”
• Clarify income and asset prompts: “Identifique otras fuentes de ingresos” to “Indique otras fuentes de ingresos” and “tipo de activo(s) que posee” to “tipo de bien(es) que tiene.”
These changes are limited to the Spanish translation and do not change the information collected, the purpose of the approved collection, or any questions, data elements, or respondent requirements.
