Justification of “Private Rental Survey” Questions

OS-2000 “Private Rental Survey, Houses/Apartments/Mobile Homes”

    • Survey Community and State – (contractor provides) used for verification of contract requirements; variable in statistical regression
    • Address of Housing Sample – physical address of comparable selected, used for verification of contract requirements
    • City and State – physical address of comparable selected, used for verification of contract requirements
    • Zip Code – physical address of comparable selected, used for verification of contract requirements
    • Name of Owner/Agent – used by contractor for follow up questions; used for verification of contract requirements; may be used for future surveys
    • Address of Owner/Agent – used by contractor for follow up questions; used for verification of contract requirements; may be used for future surveys
    • Owner/Agent Phone – used by contractor for follow up questions; used for verification of contract requirements; may be used for future surveys
    • Survey ID Number – (contractor provides) unique sequential identifier
    • Community Code – (IBC and contractor provides) 6-character identifier for survey community; related data field used for heating/cooling utility cost estimates where heating fuel and/or electricity are paid for by the landlord (see question 17) 

    1. Year Constructed – age of the unit is a variable in the regression analysis
    2. Gross Finished Floor Space of Each Individual Housing Unit (Square Feet) – size of the unit is a variable in the regression analysis.  Contractor verifies square feet by providing an exterior sketch and square foot calculation.  Whether a basement or second floor exists (square feet of finished Basement/First Floor/Second Floor) is used to determine the energy efficiency “design prototype” of the unit.  This is used for heating/cooling utility cost estimates where heating fuel and/or electricity are paid for by the landlord (see question 17) 
    3. Gross Unfinished Basement Space – size of the unit, including unfinished space, is used for heating/cooling utility cost estimates where heating fuel and/or electricity are paid for by the landlord (see question 17) 
    4. Number of Bedrooms – a variable in the regression analysis
    5. Number of Bathrooms – a variable in the regression analysis
    6. Number of Rooms – confirmation of efficiency/studio apartments or houses
    7. Exterior Condition – a variable in the regression analysis
    8. Interior Condition – a variable in the regression analysis
    9. Primary Heating Energy – used for heating cost estimates where heating fuel and/or electricity are paid for by the landlord (are “Yes” in Electricity/Heating Fuel in Question 15) 
    10. Central Cooling System – a variable in the regression analysis; also used for cooling cost estimates where electricity is paid for by the landlord (see question 17)
    11. Window Cooling – used for cooling cost estimates where electricity is paid for by the landlord (see question 17) 
    12. Garage/Carport – a variable in the regression analysis
    13. Rent Class – a variable in the regression analysis
    14. Appliances Furnished by Landlord – contributory value of each appliance is removed from Monthly Contract Rental Rate (question 21) to establish a “Base Rent” for the regression analysis
    15. Services Paid for by Landlord – contributory value of each service/utility is removed from Monthly Contract Rental Rate (question 21) to establish a “Base Rent” for the regression analysis.  Service/Utility costs are estimated based on values reported in 2, 3, 9, 10 and 11.
    16. Furnishings Provided by Landlord – contributory value of furnishings are removed from Monthly Contract Rental Rate (question 21) to establish a “Base Rent” for the regression analysis
    17. Fireplace – a variable in the regression analysis
    18. Free Standing Stove – contributory value of the stove is removed from Monthly Contract Rental Rate (question 21) to establish a “Base Rent” for the regression
    19. Monthly Contract Rent – a variable in the regression analysis

    • Completed By – (contractor provides) name of individual contractor who completed the OS-2000 form; used for contractor follow up and pay records
    • Date – (contractor provides) date the OS-2000 form was completed by respondent

OS-2001 “Private Rental Survey, Houses/Apartments/Mobile Homes”

    • Survey Community and State – (contractor provides) used for verification of contract requirements; variable in statistical regression

    4. Trailer Pad Construction confirmation of pad construction; verification of contract requirements
    5. Services Paid for by Landlord – contributory value of each service/utility is removed from Monthly Contract Rent (question 2) to establish a “Base Rent” for the regression analysis
