[FR Doc. 2026–22204 Filed 10–29–26; 8:45 am] BILLING CODE 6700–01–P DEPARTMENT OF COMMERCE khammond on DSK9W7S144PROD with NOTICES5 Census Bureau Agency Information Collection Activities; Submission to the Office of Management and Budget (OMB) for Review and Approval; Comment Request; Survey of Housing Starts, Sales, and Completions (SOC) The Department of Commerce will submit the following information collection request to the Office of Management and Budget (OMB) for review and clearance in accordance with the Paperwork Reduction Act of 1995, on or after the date of publication VerDate Sep<11>2014 17:03 Oct 29, 2026 Jkt 271001 of this notice. We invite the general public and other Federal agencies to comment on proposed, and continuing information collections, which helps us assess the impact of our information collection requirements and minimize the public’s reporting burden. Public comments were previously requested via the Federal Register on July 20, 2026 during a 60-day comment period. This notice allows for an additional 30 days for public comments. Agency: U.S. Census Bureau, Commerce. Title: Survey of Housing Starts, Sales, and Completions (SOC). OMB Control Number: 0607–0110. Form Number(s): SOC–QI/SF.1; SOC– QI/MF.1. Type of Request: Regular submission, Request for an Extension, without Change, of a Currently Approved Collection Change. Number of Respondents: We sample 19,353 new buildings each year. This results in an estimated 177,702 interviews per year. Average Hours per Response: 5 minutes. Burden Hours: 14809. Needs and Uses: The U.S. Census Bureau plans to request a revision and three-year extension of the current Office of Management and Budget (OMB) clearance of the Survey of Housing Starts, Sales and Completions, also known as the Survey of Construction (SOC). The SOC is cosponsored by the U.S. Census Bureau and the U.S. Department of Housing and Urban Development (HUD). The SOC collects monthly data on new residential construction from a sample of owners or builders. The Census Bureau uses the Computer-Assisted Personal Interviewing (CAPI) electronic questionnaires SOC–QI/SF.1 and SOC– QI/MF.1 to collect data on start and completion dates of construction, physical characteristics of the structure (floor area, number of bathrooms, type of heating system, etc.), and if applicable, date of sale, sales price, and type of financing. Data collected through the SOC provide widely used measures of construction activity, including the economic indicators Housing Starts, Housing Completions, and New Residential Sales. The current clearance for this survey is scheduled to expire on March 31, 2027. Beginning in January 2027, the SOC will no longer be covering a sample of PO 00000 Frm 00001 Fmt 4703 Sfmt 4703 U:\30OCN1.SGM non-permit-issuing areas. Non-permit estimates have steadily decreased over time and now represent less than 1% of our single-family estimates, the cost and difficulty in collecting the data is no longer worth the benefit. Instead, SOC will note that the estimates for 2027 forward are based only on permitissuing areas. The Census Bureau uses the information collected in the SOC to publish estimates of the number of new residential housing units started, under construction, completed, and the number of new houses sold and for sale. The Census Bureau also publishes many financial and physical characteristics of new housing units. Government agencies use these statistics to evaluate economic policy, measure progress towards the national housing goal, make policy decisions, and formulate legislation. For example, the Board of Governors of the Federal Reserve System uses data from this survey to evaluate the effect of interest rates on housing sales and construction. The Bureau of Economic Analysis uses the data in developing Gross Domestic Product (GDP). The private sector uses the information for estimating the demand for building materials and the many products used in new housing and to schedule production, distribution, and sales efforts. The financial community uses the data to estimate the demand for short-term (construction loans) and long-term (mortgages) borrowing. Frequency: Monthly. Respondent’s Obligation: Voluntary. Legal Authority: Title 13, United States Code, Sections 8(b), 131 and 182; Title 12 U.S.C., Sections 1701z–1 and 1701z–2g. This information collection request may be viewed at www.reginfo.gov. Follow the instructions to view the Department of Commerce collections currently under review by OMB. Written comments and recommendations for the proposed information collection should be submitted within 30 days of the publication of this notice on the following website www.reginfo.gov/ public/do/PRAMain. We invite the general public and other Federal agencies to comment on proposed, and continuing information collections, which helps us assess the impact of our information collection requirements and minimize the public’s reporting burden. Public comments were previously requested via the Federal Register on May 20th, 2026, during a 60-day comment period. This notice allows for an additional 30 days for public comments. Agency: U.S. Census Bureau, Commerce. Title: 2027 Commodity Flow Survey. OMB Control Number: 0607–0932. Form Number(s): There are no forms associated with the 2027 CFS. All collection will be done through Centurion electronic instruments. Type of Request: Regular submission, Request for a Reinstatement, with Change, of a Previously Approved Collection. Number of Respondents: 45,000 for the Pre-screener survey, 140,000 (each responding 4 times) during the 2027 survey cycle. Average Hours per Response: 5 minutes (pre-screener survey), 1.5 hours (2027 survey cycle). Burden Hours: 843,750. Needs and Uses: The U.S. Census Bureau, in partnership with the Bureau of Transportation Statistics (BTS), Office of the Assistant Secretary for Research and Technology, U.S. Department of Transportation (DOT), requests Office of Management and Budget (OMB) approval to conduct the 2027 Commodity Flow Survey (CFS), a VerDate Sep<11>2014 17:03 Oct 29, 2026 Jkt 271001 component of the 2027 Economic Census, as it is the only comprehensive source of multi-modal, system-wide data on the volume and pattern of goods movement in the United States. The CFS provides a crucial set of statistics on the value, weight, mode, and distance of commodities shipped by mining, manufacturing, wholesale, and selected retail and services establishments, as well as auxiliary establishments that support these industries. The Census Bureau will publish these shipment characteristics for the nation, census regions and divisions, states, and CFS defined geographic areas. As with the 2022 Commodity Flow Survey, this survey also identifies export, hazardous material, and temperature-controlled shipments. BTS is mandated by Congress under Title 49 to collect economic data on transportation mode choice and goods movement. This information informs freight flows and is critical to understanding the use, performance, and condition of the nation’s transportation system, as well as informing transportation policy and investment decisions. Data on the movement of freight are important for effective analyses of changes in regional and local economic development, safety issues, and environmental concerns. They also provide the private sector with valuable data needed for critical decision-making on a variety of issues including market trends, analysis, and segmentation. Each day, governments, businesses, and consumers make countless decisions about where to go, how to get there, what to ship and which transportation modes to use. Transportation constantly responds to external forces such as shifting markets, changing demographics, safety concerns, weather conditions, energy and environmental constraints, and national defense requirements. Good decisions require having the right information in the right form at the right time. The CFS provides critical data to federal, state and local government agencies to make a wide range of transportation investment decisions for developing and maintaining an efficient transportation infrastructure that supports economic growth and competitiveness. Transportation planners require the periodic benchmarks provided by a continuing CFS to evaluate and respond to ongoing geographic shifts in production and distribution centers, as well as policies such as ‘‘just in time delivery.’’ PO 00000 Frm 00002 Fmt 4703 Sfmt 9990 U:\30OCN1.SGM 68487 The 2027 CFS will be split into 2 separate, but related surveys: the prescreener survey and the main survey. • The pre-screener survey is the first survey and is an electronic reporting sample survey of approximately 45,000 business establishments in selected retail industries, as well as auxiliary establishments. The pre-screener survey is used to determine if the establishment ships goods or not. If the respondent indicates that no shipments are made from the establishment, the business establishment will be removed from the main survey. • The main survey is an electronic reporting sample survey of approximately 140,000 business establishments in the mining, manufacturing, wholesale, and selected retail and services industries, as well as auxiliary establishments that support these industries. Frequency: The survey will be conducted quarterly over the course of one year. Respondent’s Obligation: Mandatory. Legal Authority: As part of the 2027 Economic Census, the CFS information collection is authorized by law under Title 13, U.S.C., Sections 8(b), 131 and, 193. Title 13, U.S.C., Sections 224 and 225 require response. The BTS also has authority to collect these data based on its enabling legislation 49 U.S.C., Section 6302.
