Appendix I
Scope of the Investigation
The merchandise subject to this
investigation is high purity dissolving pulp,
which is a dissolving pulp with an alpha
cellulose percentage of 90 percent by weight
or higher on an oven dry basis, as calculated
by: alpha cellulose percentage = (100¥S10)
+ 0.5 * (S10¥S18) where S10 and S18 values
are determined by International Organization
for Standardization (ISO) 692:1982, and
having a brightness level of 90 percent or
higher, as measured by ISO 2470–1:2016.
High purity dissolving pulp may be derived
from any virgin or recycled cellulose fiber
source (including, but not limited to, those
sourced from hardwoods, softwoods, woody
crops, agricultural crops/byproducts/residue,
and agricultural/industrial/other waste). High
purity dissolving pulp may be produced from
a chemical pulping process including
without limitation a kraft (sulfate) pulping
and/or sulfite pulping process.
High purity dissolving pulp can be shipped
in any form, including, but not limited to, a
liquid slurry or in any dried form such as
flakes, powder, granules, pellets, shreds, rolls
and sheets.
The scope includes merchandise matching
the above description that has been finished,
packaged, or otherwise processed in a third
country, including but not limited to
processes such as commingling, blending,
diluting, repackaging, or any other process
that would not otherwise remove the
merchandise from the scope of the
investigation if performed in the subject
country. The scope also includes high purity
dissolving pulp that is commingled or

Jkt 271001

blended with high purity dissolving pulp
from sources not subject to this investigation.
Only the subject component of such
commingled or blended products is covered
by the scope of this investigation.
Excluded from the scope is high purity
dissolving pulp with an intrinsic viscosity
under 455 milliliters per gram (mL/g), as
measured by ISO 5351:2010.
Also excluded from the scope is cotton
linters pulp that consists of at least 90
percent by weight, on an oven-dried basis, of
cotton linters fibers.
High purity dissolving pulp products are
classified under subheadings 4702.00.0020
and 4702.00.0040 of the Harmonized Tariff
Schedule of the United States (HTSUS). High
purity dissolving pulp products may also
enter under subheadings 4706.30.0000 or
4706.92.0100. Reference to the HTSUS
classifications is provided for convenience
and customs purposes, and the written
description of the merchandise under
investigation is dispositive.

The 1982 Convention on the
Conservation of Antarctic Marine Living
Resources (the Convention) established
the Commission for the Conservation of
Antarctic Marine Living Resources
(CCAMLR) for the purpose of protecting
and conserving the marine living
resources in the waters surrounding
Antarctica. The Convention is based
upon an ecosystem approach to the
conservation of marine living resources
and incorporates standards designed to
ensure the conservation of individual
populations and species and the
Antarctic marine ecosystem.
The United States (U.S.) is a
Contracting Party to the Convention and
a member of CCAMLR and the Scientific
Committee established by the
Convention.
On November 8, 1984, the President
signed Public Law 98–623, the Antarctic
Marine Living Resources Convention
Act (AMLRCA, or the Act). The Act

Convention. The regulations
implementing AMLRCA are at 50 CFR
part 300, subpart G. The record keeping
and reporting requirements at 50 CFR
part 300 form the basis for this
collection of information. This
collection of information concerns
CCAMLR Ecosystem Monitoring
Program (CEMP) activities, scientific
research in the Convention Area, U.S.
vessel permit applicants and/or
harvesting vessel operators, and U.S.
importers, exporters, and re-exporters of
Antarctic marine living resources
(AMLR).
U.S. regulations require U.S.
individuals engaged in AMLR
harvesting, transshipping, and
importing or entering and/or conducting
activities in a CEMP site to apply for
and hold a permit for such activities.
Individuals involved in certain
scientific research in the Convention
area are required to report information.
Members of CCAMLR are required to
provide, in a manner and at such
intervals as may be prescribed,
information about harvesting activities,
including fishing areas and vessels, so
as to enable reliable catch and effort
statistics to be compiled.
As part of U.S. obligations to monitor
and control the import, export, and reexport of Antarctic marine living
resources, NOAA requires dealers to
submit applications for pre-approval
certifications of imports of frozen
Patagonian and Antarctic toothfish (also
referred to as Chilean sea bass) and
applications for re-exports of these
species.
The collection is necessary for the
U.S. to meet its treaty obligations as a
contracting party to the Convention.
Affected Public: Business or other forprofit organizations; not-for-profit
institutions; individuals or households.
Frequency: Annual and on occasion.
Respondent’s Obligation: Mandatory.
Legal Authority: Antarctic Marine
Living Resources Convention Act, 16
U.S.C. 2431 et seq.

Council staff will provide an overview
of actions being considered in the

and the proposed actions. Following the
presentation and questions, the public

Regulatory Amendment 39 (Sunsetting
of the Spawning Special Management
Zones)
In 2016, Amendment 36 established
five spawning special management
zones (SSMZs): South Cape Lookout,
North Carolina; Georgetown/Devil’s
Hole, Area 51 and Area 53, South
Carolina; and Warsaw Hole, Florida.
The goal of these areas was to protect
spawning fish and their habitat. Three
of the SSMZs, South Cape Lookout,
Georgetown/Devil’s Hole, and Warsaw
Hole had a sunset provision on the
regulations put in place through this
amendment. The sunset provision
allowed 10 years to conduct research
and monitoring in the SSMZs to
determine if they provided protection
for spawning fish. The Council is now
considering extending the sunset
provision for an additional 10 years to
allow more time for additional research
and monitoring.
Special Accommodations
These meetings are physically
accessible to people with disabilities.
Requests for auxiliary aids should be
directed to the council office (see
ADDRESSES) 5 days prior to the meeting.
