My first point of potential improvement is to clarify the Department of State Standardized Regulations by summarizing the standards in plain language directly on the form, so respondents don't have to cross-reference with other outside materials. A second point of improvement that would reduce respondent burden would be to integrate the form into a government employee onboarding system that would capture basic employment data automatically without requiring separate manual entry. Lastly, clarifying certain terms such as "actual place of residence", "single employer", and "personal reasons" would help reduce respondent burden and would reduce the amount of follow-up requests while improving consistency in respondent answers. Accurate collection of this data is essential for ensuring that federal employees stationed in foreign areas receive the necessary financial support to maintain safe and appropriate housing for themselves and their families. To further enhance the utility of this form, I suggest that the GSA provide a clear, "pre-submission checklist" of required documents (such as verification of a spouse's employment or military status). Providing this clarity upfront would help ensure the 1-hour burden estimate remains accurate and reduces the need for follow-up corrections, thereby expediting the approval process for eligible candidates. Thank you for your work in supporting our federal workforce overseas PUBLIC SUBMISSION As of: 4/29/26, 10:34 AM Received: April 01, 2026 Status: Posted Posted: April 06, 2026 Tracking No. mng-i0fg-dz5v Comments Due: April 28, 2026 Submission Type: Web Docket: GSA-GSA-2026-0001 GSA Information Collections -2026 Comment On: GSA-GSA-2026-0001-0008 Agency Information Collection Activities; Proposals, Submissions, and Approvals: Living Quarters Eligibility Questionnaire Document: GSA-GSA-2026-0001-2357 Comment on FR Doc # 2026-03991 Submitter Information Name: Anonymous Anonymous General Comment Subject: Comment on Information Collection 3090-0331; GSA Form 5039 I am writing to comment on the burden estimate for GSA Form 5039. Based on my experience, the current estimate of 1 hour per response does not fully account for the time required to gather the necessary supporting documentation, such as previous military discharge papers (DD-214) or verifying a spouse's separate housing allowance. I suggest GSA streamline the document upload process to reduce the actual time spent by applicants
