NSF Public Comment Review and Revision Process NSF provided a 60-day public comment period on the draft Guidance on Financial Assistance (GFA) and received more than 3,200 comments. The comments reflected substantial engagement with both the overall structure of the GFA and individual policy provisions. NSF reviewed the comments and consolidated substantially similar comments into significant issues and recurring themes rather than addressing duplicative comments individually. NSF evaluated comments to identify opportunities to improve the clarity, usability, consistency, and implementation of the GFA; ensure alignment with governing statutes, regulations, and government-wide policy; address potential administrative burden or ambiguity; and consider recommendations to retain, restore, or modify NSF policies and procedures. Related issues appearing across multiple guides were reviewed together to promote consistent treatment throughout the GFA. The list of comments received by the public can be found on Regulations.gov. The table below summarizes those comments received during the 60-day comment period and NSF’s responses.
