FSA is implementing the QLA program which will aid producers who suffered eligible crop quality losses due to hurricanes, excessive moisture, floods, drought, tornadoes, typhoons, volcanic activity, snowstorms, and wildfires that occurred in calendar years 2018 and 2019. The final rule also amends the provisions for the Wildfire and Hurricanes Indemnity Program Plus (WHIP+) to be consistent with the Further Consolidated Appropriations Act of 2020, by adding excessive moisture and drought as qualifying disaster events and clarifying the eligibility of sugar beets.
