This information collection consists of tracking IBQ allocation trading among individuals with Longline category or Purse Seine category Atlantic tunas vessel permits. An online system managed by the National Marine Fisheries Service (NMFS) will track allocations and allocation trades, and reconcile trades with landings for bluefin tuna quota monitoring. The information collected through this program is essential for the United States to implement the IBQ program implemented by Amendment 7 to the Consolidated Highly Migratory Species Fishery Management Plan, and to meet its reporting obligations to the International Commission for the Conservation of Atlantic Tunas (ICCAT) by ensuring that the harvest of bluefin tuna remains within ICCAT required quotas and landings limits.
