Understanding Resource Utilization to Support Male Sailor Operational Readiness (MOSAIC)

As part of the DoD-wide effort to promote resource utilization for those who experienced Unwanted Sexual Contact (USC; i.e., sexual assault and sexual harassment), the Department of Navy (DoN) Office of Force Resiliency (OFR) developed and recently updated the Prevention Plan of Action (aka Prevention Plan of Action 2.0, 2022-2024; PPoA 2.0). The PPoA 2.0 is a strategy framework leveraging public health science in military environments to prevent sexual assault in the military and improve response efforts. As part of this initiative, OFR commissioned this study (Agreement #NMR-24-11717) to investigate the factors influencing reporting and resource utilization among men who experienced USC during military service. This DoN OFR-commissioned investigation involves three study phases, and findings from each phase will be pieced together to provide a comprehensive understanding of resource utilization decision-making processes among men affected by USC and will inform the development of programmatic recommendations to improve resource utilization. Phase 1) A systematic literature review (no human subjects involvement), Phase 2) An archival data analysis of deidentified data with no human subjects involvement, and Phase 3) A narrative/semi-structured interview study of male Sailors who report experiencing USC and/or sexual harassment during military service to build upon limited research among men. Finally, findings will be used to develop recommendations to modify extant policy and practices around sexual assault reporting and service utilization by male Sailors (no human subjects involvement). This information collection request describes our data collection efforts for Phase 3, a primary interview data collection with men who have experienced USC and/or sexual harassment during military service.
