The Bureau of Justice Statistics (BJS) requests clearance to conduct the core 2020 Law Enforcement Management and Administrative Statistics (LEMAS) Survey. In each iteration of LEMAS, BJS draws a nationally-representative sample of state and local law enforcement agencies from its census of state and local law enforcement agencies, administers the LEMAS instrument, and produces national-level estimates about the organization and characteristics of law enforcement agencies. The proposed survey seeks to better meet the needs of the law enforcement community, while maintaining the ability to trend over time with the previous LEMAS waves. The 2020 LEMAS sample will consist of about 3,500 state, county and local general purpose law enforcement agencies (LEAs) in the United States, will be nationally-representative, and will preserve continuity between previous LEMAS waves on critical data elements about LEAs nationwide. A revision to the approved package is being submitted to add questions to the survey instruments to examine the COVID-19 impact on staffing, budgeting and agency policies.
