The proposed collection will be an application form required in order for the Department of Energy (DOE) to identify applicants that meet basic requirements for use of the American Assured Fuel Supply (AFS), a reserve of low enriched uranium (LEU). DOE staff envision that, at most, one applicant a year would use this application to apply for LEU from the AFS. DOE created the AFS to serve as a back-up fuel supply for foreign recipients to be supplied through U.S. persons, or for domestic recipients, in the event of a fuel supply disruption. With an assured supply of LEU from U.S. suppliers to operators in new nuclear energy producing countries, the AFS will help curb the spread of new enrichment facilities, a peaceful or weapon-use technology. This effort supports DOE’s nuclear nonproliferation objectives by supporting civil nuclear energy development while minimizing proliferation risks.
