The initial intent of the waiver valuation was to help manage costs and increase efficiency in the right-of-way phase of a project by allowing qualified staff, in lieu of licensed or certified appraisers, to establish estimates of just compensation for straightforward acquisitions. This is a one-time voluntary collection for State DOTs.
