Pursuant to sections 14(a) and (g) of the Consumer Product Safety Act (CPSA), 15 U.S.C. §§ 2063(a) and (g), the U.S. Consumer Product Safety Commission (CPSC) requires products subject to a consumer product safety rule under the CPSA or a similar rule, ban, standard, or regulation under any other statute enforced by the Commission, and which are imported for consumption or warehousing or distributed in commerce, to be accompanied by a certificate of compliance (certificate). . Manufacturers, including importers, and private labelers of privately labeled products, must issue certificates in the form of either a General Certificate of Conformity (GCC) for a non-children’s product or a Children’s Product Certificate (CPC) for a children’s product. 15 U.S.C. § 2063(a). Sections 14(a) and (g) of the CPSA set forth requirements for the content, form, and availability certificates, which are further implemented by the Commission’s rule on certificates at 16 C.F.R. part 1110. The Commission’s final rule to revise part 1110 aligns CPSC’s current certificates rule with other CPSC rules on testing and certification, and implements, for importation of products and substances regulated by CPSC, electronic filing of certificates (eFiling) with U.S. Customs and Border Protection (CBP) at the time of entry. This information collection implements the PRA requirements associated with the revised part 1110, including eFiling.
