Description of Agency Usage: DOE intends to use the common form to gather the necessary information to comply with EO 13940 and the implementing OMB Memorandum M-21-08. The EO requires a review of contractor use of temporary foreign labor and offshoring activities. DOE is required to evaluate, at a minimum, service contracts from the 25 contractors with which they have made the most obligations during FYs 18 and 19.
