The Department of Veterans Affairs (VA) proposes to amend its regulations related to the administration of its Veterans Cemetery Grants Program (VCGP). These proposed revisions would update existing grant priorities and post-award accountability measures for grantees. Additionally, this proposed rule would implement new eligibility authorities that are conditions for grants, requiring grantees to inter certain individuals without regard for their domicile while allowing grantees to inter certain other individuals as an option. The proposed rule would also enforce new domestic procurement preferences required for grantee construction contracts and includes other clarifying amendments. Form SF-271 is used by non-Federal entities to apply for reimbursement of project costs that are specific to the awarded grants, and by Federal grants management staff to authorize payment to the grantee in the amount requested in the SF-271. VA/NCA is requesting use of this common form. NCA has added the appropriate, estimated burden hours for the information collection.
