According to the Build America Buy America Act (BABAA), ânone of the funds made available for a Federal financial assistance program for infrastructure, including each deficient program1, may be obligated for a project unless all of the iron, steel, manufactured products, and construction materials used in the project are produced in the United States.â Waivers are explained in the Office of Management and Budget Memorandum 22-11 and required by the Infrastructure, Investments and Jobs Act (IIJA) sections 70901 through 70952. Each waiver request must provide responses to the form questions, as applicable. Instructions are provided in the next paragraph.
