IS PRIVILEGED AND, GENERALLY, MAY BE RELEASED TO THIRD PARTIES ONLY WITH THE SPECIFIC PERMISSION OF THE VETERAN. VA FORM 60-3288 SERVES AS A MEANS TO SATISFY THE REQUIREMENT FOR A SPECIFIC RELEASE SIGNED BY THE VETERAN (CLAIMANT). IT IS USED BY COMMERCIAL INSURANCE COMPANIES, PRIVATE PHYSICIANS AND OTHERS TO REQUEST INFORMATION FROM VETERANS RECORDS
