Abstract: THE LEGISLATIVE AUTHORITY FOR EACH PHS PROGRAM OF FORMULA GRANTS TO STATES CONTAINS PROVISIONS THAT A STATE MUST, AS A REQUISITE TO RECEIVING A GRANT, HAVE A STATE PLAN WHICH HAS BEEN REVIEWED AND APPROVED BY APPROPRIATE FEDERAL OFFICIALS. THROUGH THE USE OF THE STATE HEALTH PLAN CERTIFICATION FORM AND BUDGET, THE PHS HAS INSTITUTED A SIMPLIFIED SYSTEM TO ESTABLISH A STATE'S ENTITLEMENT TO FORMULA GRANT FUNDS
