Abstract: SECTION 511 OF THE RAILROAD REVITALIZATION AND REGULATORY REFORM ACT OF 1976 PROVIDES FEDERAL LOAN GUARANTEES TO ASSIST IN ACQUIRING OR REHABILITATING AND IMPROVING RAILROAD FACILITIES OR EQUIPMENT. THE SECRETARY OF TRANSPORTATION IS REQUIRED TO MAKE SIX FINDINGS. THE REGULATIONS DEFINE REQUIRED ENGINEERING, FINANCE AND SECURITY INFORMATION.
